TITLE: Executive Director, Business Services

POSITION PURPOSE
Direct all programs and services in Business Support Services Area. Provide the day-to-day accounting of ESD funds, to effectively invest the district funds, prepare the ESD budget document, and oversee fiscal activities related to state and federal grants. Perform the duties of Business Manager for school districts that contract with ESD for related services, and provide fiscal oversight for Lane Education Foundation.

PERFORMANCE RESPONSIBILITIES
  1. Direct the operation of all programs/services related to the Business Support Services Area.
  2. Authorize the employment, assignment, probation or discharge of Service Area employees in accordance with ESD policies, federal and state statutes and the current ESD labor contract.
  3. Develop and/or participate in work teams designed to carry out all organizational functions.
  4. Oversee all aspects of budgeting process/functions.
  5. Analyze financial data, develop financial, forecasts, and prepare financial report for Boards.
  6. Coordinate all state and federal revenues and reports.
  7. Administer district investments and daily cash management.
  8. Supervise all aspects of Lane ESD accounting functions.
  9. Develop and maintain cost accounting systems.
  10. Act as internal auditor and coordinate annual audit.
  11. Provide for inventory control of fixed assets.
  12. Coordinate Lane County Business Officials Meetings.
  13. Serve as a positive member of the agency administrative team and provide leadership in developing and maintaining inter-divisional cooperation.
  14. Provide needed financial information for negotiation purposes.
  15. Demonstrate skills in communication with staff and constituents.
  16. Develop and implement a Business Support Services Area plan to continuously upgrade the knowledge and skills of all employees.
  17. Assure the evaluation of Business Support Services staff as required by the adopted evaluation programs.
  18. Actively participate in and provide leadership to professional associations appropriate to the Service Area.
  19. Perform at a high level of independence and decision making.
  20. Perform highly complex and confidential communication with staff, component districts and other professionals.
  21. Perform other duties and assume other responsibilities as assigned by the Superintendent.

  2. The employee will demonstrate professionalism and appropriate judgment in behavior, speech, and dress in a neat, clean, and appropriate professional manner for the assignment and work setting.
  3. Utilize appropriate equipment and software as established for agency use as well as other equipment and software appropriate to the assignment.
  4. Maintain regular and punctual attendance.
  5. Confer regularly with immediate supervisor.
  6. Follow all District work procedures and reasonable requests by proper authority.
  7. Perform program responsibilities in accordance with statutes, administrative rules, policies, and collective bargaining agreements.
QUALIFICATIONS AND REQUIREMENTS
Education and Experience
  1. Degree in Business Administration or Accounting; Masters preferred.
  2. Five (5) years successful experience in a governmental agency or other not-for-profit environment, including the oversight of federal grants.
  3. Consideration will be given to an alternative combination of experience and training that provides the knowledge, skills, and abilities required to perform the job.
Knowledge, Skills and Abilities
  1. Knowledge of state and federal budgeting and accounting procedures.
  2. Calculation skills with a working knowledge of statistical and business report development.
  3. Knowledge of state and federal grants and federal programs.
  4. Effective communications and interpersonal skills, and supervisory ability.
  5. Knowledge of financial accounting software.
  6. General knowledge of computer-related technology and data processing.
  7. Knowledge of investment procedures, policies, and practices.
About Lane ESD’s Business Services
Lane ESD’s Business Services is responsible for the business affairs of Lane ESD which includes: preparation of the ESD budget; operation of an internal business data processing system; investment of district funds; maintenance of the district’s fixed asset system; monitors local, state and federal contracts and grants. Lane ESD also provides account analysis and general accounting assistance to Lane County districts as contracted.
