Job Description

KSLD is seeking a qualified professional to excel in the role of Government Contracts Project Manager. This individual will be instrumental in bidding on, closing, and managing contracts with both the US Government (DARPA, DOD commands, US Government Labs) and Government Prime Contractors. With a deep understanding of semiconductor chip technology and the various government segments and funding opportunities, the Government Contract Manager will collaborate closely with KSLD’s Product Development, Business Development, Legal, and Finance teams to win and deliver on critical government contracts.

Responsibilities:

• Prepare and submit RFQ/RFP/BAA responses to the government, transmittal letters, and review proposal documents for compliance specific to the laser industry.

• Review and manage FAR/DFARS clauses in conjunction with Legal and other groups.

• Monitor the status of Government contracts in negotiation or pre-negotiation stages, including approvals and bottlenecks.

• Understanding of the semiconductor chip design, development, and manufacturing to support promoting KSLD's technology, writing proposals, and managing projects.

• Provide guidance on key compliance processes in the tendering process, including RFQ, negotiation, and contract execution.

• Collaborate with Business Development, Product Development, Legal, and Finance teams to bid on and manage contracts with the U.S. Government and Government Prime Contractors

• Winning, monitoring, and managing existing contracts and collaboration across multiple groups to ensure compliance.

• Lead end-to-end project management for government related contracts, including planning, execution, and evaluation.

• Oversee a full range of contract management activities including identification and management of contractual and performance issues, contract strategies, negotiations, and contract close-out.

• Manage contractual and performance issues, contract strategies, negotiations, and contract close-out.

• Provide guidance on defense and government market trends, proposal opportunities, and grow the organization’s defense footprint.

• Lead Price to Win engagements, integrating competitive intelligence into pricing strategy.

Experience and Skills

• Bachelor’s Degree or higher in a Business, Science, Technology, Engineering, or Math (STEM) field.

• Minimum 5 years of equivalent work experience, preferably in the semiconductor industry.

• Experience and strong understanding of semiconductor chip design and manufacturing technologies.

• Preferably experience in laser diodes and laser diodes related products.

• Broad knowledge and experience with all phases of Government contract negotiation and management.

• Experience closing large U.S. Govt and DOD contracts in the high technology software/services.

• Understanding of FAR and DFAR regulations including FAR Part 12 and data rights.

• Detailed-oriented with superior reading comprehension skills related to accuracy and thoroughness.

• Excellent verbal/written communication skills.

• Strong organizational and time management skills required.

The full-time base salary range for the position is $156,000 to $175,000 per annum. The range reflects the minimum and maximum possible base salary for new hires for the role, based on the advertised location. Individual pay is determined by several factors including work location, job-related skills, experience, and relevant education and training.
