KMEA is Hiring a Deputy Program Advisor Near San Diego, CA

We are seeking a full-time Deputy Program Advisor (LEVEL4) for our Natural Resources Group located in San Diego, California. This person is considered to be a subject matter expert (SME) in Biology/ Restoration Ecology, with specific plant and animal species experience in California, with an emphasis on southern California. This position serves as Deputy to the KMEA Operations Manager who has overall responsibility for our Natural Resources Group and provides technical advice to support the Operations Manager and the entire Group.

Responsibilities

  • Advising the Natural Resources Operations Manager, as well as the Natural Resources Group, on all technical biological and habitat restoration activities.
  • Experience conducting environmental impact assessments and preparing Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, etc. in support of NEPA and CEQA compliance in the transportation, energy, water, and other sectors.
  • Experience conducting biological studies, habitat restoration projects, and preparing environmental documents.
  • Experience conducting rare/protected species habitat evaluations and making impact/effect determinations.
  • Implementing/managing fieldwork in accordance with approved plans, measures, and regulations.
  • Planning, oversight, and directing wildlife and habitat monitoring/restoration fieldwork.
  • Collecting and managing field data and interpreting field/analytical data.
  • Preparing technical reports, field reporting, and/or other client deliverables, serving as primary author, if required

Qualifications

  • Minimum Bachelor’s degree in Wildlife Biology, Ecology, or closely related field; advanced degree preferred.
  • Minimum of 10 years of relevant experience working in a biology specialty or habitat restoration.
  • Experienced in California and particularly southern California flora and fauna, knowledgeable in the identification of both native and non-native invasive species.
  • Relevant experience conducting field surveys in the habitats of Southern California.
  • Ability to perform moderate to occasionally strenuous fieldwork.
  • Working knowledge of the federal Clean Water Act; Clean Air Act; Endangered Species Act; Migratory Bird Treaty Act; National Environmental Policy Act (NEPA); California Environmental Quality Act (CEQA); DoD environmental policies and directives; and other applicable environmental laws.
  • Knowledge of federal and DoD contracts is preferred.
  • Knowledge and experience in US Army Corps of Engineers 401 and 404 permitting, and California Department of Fish and Game 1600 permitting is desirable.
  • Experience in management of task orders/projects, demonstrating strong managerial and technical writing skills, such as preparing work plans and health & safety plans.
  • MS Office (Word, Excel, and Outlook), PowerPoint; familiarity required.
  • Good oral and written communication skills.
  • Must be an organized, motivated, and detail-oriented team player.
  • Must pass a drug test, MVR check, and federal government background check.
  • Must be eligible to work legally in the US
  • Must provide proof of COVID-19 vaccination (first two doses)
