Description

Job Title: Proposal Writer

Department: Business Development

Job Summary:

As the Business Development Proposal Writer for our federal government contracting firm, you will play a pivotal role in securing new contracts and expanding our business. With your expertise in general contracting, construction management, Base Operations Support (BOS) services, Operations and Maintenance (O&M), vehicles and equipment maintenance, call centers, logistics, and environmental services, you will be responsible for developing high-quality proposals that effectively communicate our capabilities, solutions, and value proposition. Your exceptional writing skills, industry knowledge, and attention to detail will contribute to our success in winning contracts and driving business growth.

Duties/Responsibilities:

  • Collaborate with the business development team to understand client requirements, solicitation documents, and contract opportunities
  • Conduct research and gather information to develop a deep understanding of our services, capabilities, and competitive advantages in general contracting, construction management, BOS services, O&M, vehicles and equipment maintenance, call centers, logistics, and environmental services
  • Write, edit, and format comprehensive and persuasive proposals that meet client expectations and comply with proposal guidelines and specifications
  • Clearly articulate our technical approach, project plans, staffing strategies, and implementation methodologies to showcase our expertise and differentiate us from competitors
  • Develop executive summaries, technical narratives, past performance descriptions, resumes, and other proposal sections as required
  • Collaborate with subject matter experts, project managers, and other team members to gather input and insights to strengthen proposal content
  • Ensure proposals are well-organized, cohesive, and visually appealing, utilizing graphics, charts, and illustrations to enhance clarity and comprehension
  • Develop and maintain a repository of standard proposal content, including boilerplate sections, past performance descriptions, resumes, and other reusable content
  • Continuously update and refine the content repository to reflect the latest achievements, qualifications, and capabilities of the organization
  • Customize and tailor standard content to align with specific solicitation requirements and address client needs effectively
  • Stay informed about industry trends, best practices, and regulatory requirements related to general contracting, construction management, BOS services, O&M, vehicles and equipment maintenance, call centers, logistics, and environmental services
  • Monitor government portals, industry databases, and other sources to identify relevant contracting opportunities and gather intelligence for proposal development
  • Conduct thorough reviews and quality checks of proposal content to ensure accuracy, compliance, clarity, and consistency
  • Collaborate with the proposal team to address and incorporate feedback, edits, and revisions in a timely manner
  • Identify areas for improvement and provide recommendations to enhance the overall quality and effectiveness of our proposals
  • Adhere to strict deadlines and manage multiple proposal efforts simultaneously

Required Skills/Abilities:

  • Proficient written and oral communication skills according to skill requirements
  • Possess strong computer skills, able to read, write, and comprehend written instructional documents
  • Ability to function well in a high-paced and, at times stressful environment
  • Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
  • Ability to apply concepts of introductory algebra and geometry
  • Proficient Microsoft Office productivity suite

Education and Experience:

  • High school diploma or equivalent
  • Bachelor's degree in a relevant field (such as business, communications, or engineering) is preferred

  • Proven experience as a proposal writer in the federal government contracting industry, with a focus on general contracting, construction management, BOS services, O&M, vehicles and equipment maintenance, call centers, logistics, or environmental services

  • Strong understanding of federal government procurement processes, regulations, and contract types

  • Excellent written and verbal communication skills, with a keen eye for detail and a command of persuasive and effective proposal writing techniques

  • In-depth knowledge of the industry terminology, technical concepts, and best practices associated with general contracting, construction management, BOS services, O&M, vehicles and equipment maintenance, call centers, logistics, and environmental services

  • Familiarity with proposal development tools, such as Microsoft Office Suite, Adobe Acrobat, and content management systems

  • Ability to work independently and collaboratively in a fast-paced, deadline-driven environment

  • Strong organizational and time management skills, with the ability to prioritize and manage multiple proposals simultaneously

  • Professional demeanor, with the ability to work effectively with cross-functional teams and senior leadership.

Physical Requirements:

  • Prolonged period of standing, bending, reaching, and working with hands
  • Prolonged periods of sitting at a desk and working on a computer
  • Occasional periods of prolonged exposure to loud noises
  • Ability to lift up to 15 pounds at times
  • Ability to stand, walk, and reach with arms and hands as necessary
  • Ability to hear and see to position and safety requirement levels
  • Occasional exposure to elements such as heat, cold, noise, dust, dirt, and chemicals

Special Qualifications/Requirements:

  • Must be able to successfully pass as required a federal, state, or local government's background investigation
