Tobeconsideredforthisopportunity,youmustataminimum,demonstrateknowledge,skill,andabilityto:
  • Manage and administer capital projects contracts; serve as Road Services subject-matter expert for contracts, covering full-life cycle of contracts, various funding sources (local, state, and FWHA), and implementation of regulatory changes.
  • Use standard engineering procedures and techniques to evaluate and process all documentation submitted by the construction inspection staff and/or the contractor to ensure completeness and readiness for certified submission. 
  • Serve as the documentation specialist to the construction inspection team and/or the contractor to ensure accurate processing responsibilities are fulfilled. 
  • Audit contract documentation ensuring adherence to King County, state, and federal requirements; facilitate WSDOT, FHWA audits, and King County internal reviews for capital improvement construction projects; lead project teams through internal and external audits.
  • Compile, and prepare various reports, including Equal Employment Opportunity (EEO) and training, FHWA 1391 and 1392 forms, Commercially Useful Function, Employee Interview, Trucking Credit, annual Title VI, and others.
  • Oversee and perform invoice review and contract payment processes (setup project information, process monthly payments and perform quality control within SharpeSoft and LCPTracker).
  • Verify equipment and wage rates by utilizing the State Labor & Industries (L&I) online Prevailing Wage Intent and Affidavit (PWIA) System, Equipment Watch and Contractor Records of Submittals (ROS) for force account work. 
  • Oversee and manage construction contract documentation (calculate final quantities and final estimates, process and disseminate executed change orders, and create and check force account sheets); perform and lead final closeout of contracts and documentation consolidation. 
  • Monitor and administer architectural, engineering, professional contracts, and goods and services documentation.
  • Capture and control various required documents, including; request to sublet, statement of intents, affidavit of wages paid, and weekly statement of working days. 
  • Collaborate with internal and external partners to ensure contract compliance, including DBE and SCS requirements. 
  • Oversee and utilize software and systems to prepare reports and information requests related to GASB 34, and road inventory.
  • Compile and manage project data through the use of Microsoft Excel, Word, Teams, SharePoint, Adobe Pro, DocuSign, DCMS/DMCS, and other software platforms.
  • Other duties as assigned.
  • Bachelor’s degree in civil engineering, construction management or closely related field OR an equivalent background of education and/or experience to perform the requirements of this position. 
  • Experience independently utilizing and effectively applying standard engineering techniques and procedures in various situations.
  • Experience performing project management, including development and monitoring of scope, schedule, and budget; implementing tools, techniques, and processes for tracking and reporting project performance.
  • Demonstrated proficiency in interpreting and comprehending technical data, plans, specifications, manuals, and publications.
  • Demonstrated experience in contract administration techniques and principles, including communication, negotiations, conflict resolution, troubleshooting, and identifying and implementing corrective measures.
  • Experience reviewing and producing technical documents.
  • Demonstrated proficiency in the use of Adobe Acrobat Pro, MS Teams, Word, Excel, SharePoint, and expertise in SharpeSoft.
  • Knowledge of construction techniques for civil engineering and capital improvement projects. 
  • Proficient in drafting, scrutinizing, and deciphering contract documents, including (plans, submittals, specifications, etc.)
  • Working knowledge of the APWA/WSDOT Standard Specifications for Road, Bridge, and Municipal Construction.
  • Demonstrated ability to contribute to a work environment that embraces and encourages diversity in its workforce and where differences are valued.
  • Demonstrated ability to organize and manage multiple tasks with competing priorities and deadlines in an efficient and timely manner.
  • Ability to communicate effectively with multiple audiences, including the public, contractors, team members and other business partners clearly and concisely, both verbally and in writing.

We would love it if you have 
  • Experience working in the roads industry with knowledge of design and construction terminology, methodology, and outcomes.
  • Familiarity with Construction Specifications Institute (CSI) contracts.
  • Familiarity with Design-Build projects or contracts.

INTERVIEW PROCESS:

This recruitment is open to all qualified applicants and may be used to fill current and or/future career service, term-limited temporary, short-term temporary, and or/special duty positions over the next six months. First consideration will be given to current PROTEC17 members in the same classification that are eligible for lateral transfer.
Special duty opportunities are open only to current King County career service employees who have completed their initial probation. Special duty applicants must have approval from their current supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement, King County Personnel Guidelines, or Coalition Labor Agreement for their base assignment.

WORK SCHEDULE:

TELEWORKING REQUIREMENT:
This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work. Occasional field visits may occur for observation or review. Field visits will be on varied terrain and subject to the PPE requirements of the project visited.
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
