The Adult Services Division (ASD) of DCHS works in partnership with communities to develop, support, and provide human services programs focused on achieving results in housing stability, financial stability, healthy living, and social engagement for veterans, service members, and their families; older adults and their caregivers; and other populations who experience vulnerability. The division's work also includes efforts to strengthen connections within and improve access to the human services system. ASD manages and provides equity-focused stewardship of revenue from the Veterans, Seniors, and Human Services Levy (VSHSL), the RCW 73.08 veterans assistance fund and King County general fund-funded human services programs. ASD also supports the King County VSHSL Advisory Board and the King County Women's Advisory Board. Adult Services Division (ASD) seeks a proven leader and policy expert to serve as a strategic advisor and subject matter expert on adult human services. We seek to use this posting to fill one position that will work with and support policy direction and community engagement on seniors / older adults, disabled / functionally limited, workforce development, and more. The VSHSL defines resilient communities as persons or communities susceptible to reduced health, housing, financial, or social stability outcomes due to systemic or historical exposure to trauma, violence, poverty, isolation, bias, racism, stigma, discrimination, disability, or chronic illness. Some examples include communities of color; immigrant and refugee communities; persons with disabilities; survivors of domestic violence and other gender-based violence; persons who identify as lesbian, gay, bisexual, transgender, queer, questioning, intersex or asexual; and survivors of human trafficking. WORK SCHEDULE/CONDITIONS: This position is scheduled to work 40 hours weekly, Monday - Friday, 8 AM - 5 PM. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a county-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. EXAMPLE OF DUTIES
Policy and Community Engagement: Proactively support the crafting of policies and community engagement opportunities to inform ASD leadership, community, elected officials, and staff about the value and priorities of seniors and older adult programming.Identify, cultivate, and maintain relationships and partnerships with coalitions and communities to shape and learn from collective attitudes and efforts on issues affecting seniors and older adults.Grow and maintain relationships with a network of policy, advocacy, and other key leaders and organizations in the community to pursue new issues and proposals.Represent DCHS and the County in collaborations with task forces, inter- and intra-disciplinary groups, and committees addressing the concerns of people in vulnerable situations.Analyze existing policies and their impact on resilient communities, identify opportunities for action in alignment with resilient communities' goals, and generate evidence-based policy recommendations. Data Analysis and Assessment: Gather and analyze data for needs assessments, outcomes, and quality improvement recommendations.Contribute to ASD's status as a learning organization through the assessment of policy proposals and responses to formal and informal comments and feedback opportunities. Initiative Support: Support multiple, simultaneous, complex, and politically sensitive initiatives to improve housing stability, financial stability, social engagement, healthy living, and service system access for seniors and older adults in King County. Collaboration: Collaborate with partner work units, divisions, and departments and participate in the development of programs/projects.Assist in intra-departmental work on VSHSL strategy implementation.Work with program staff to identify issues, impacts, and risks, making recommendations. Collaborate with other assistant program managers and teammates from various divisions to ensure a cohesive ASD culture and processes.Participate in task forces and advisory groups related to various issues.Manage ASD's relationships, partnerships, and funding initiatives. Planning and Execution: Review local or regional plans and proposals related to seniors and older adults to identify intent, anticipated direct and indirect results, and alternatives.Assist with the negotiation and execution of VSHSL strategies involving seniors and older adult communities-focused investments. Communication and Reporting: Prepare documents, reports, and briefings in a clear, concise, logical, and objective manner, both orally and in writing - summarizing and clearly articulating analytic findings, issues, and alternatives. Program Oversight and Management: Design, implement, and manage the ongoing performance of assigned program strategies involving resilient communities-focused investments.Ensure continuous community partnership, remaining meaningfully partnered and accountable to affected communities throughout all phases of work.Provide subject matter expertise on policies, practices, and program models affecting seniors and older adults.Participate in the design and execution of Requests for Proposal (RFP) or similar procurement processes.Provide ongoing technical assistance and deploy VSHSL capacity-building funds to support contract partners in overcoming barriers to program success.
