The Department of Adult & Juvenile Detention (DAJD) is accepting applications to fill one (1) full-time Juvenile Justice Analyst (PPM IV) vacancy at the Judge Patricia H. Clark Children and Family Justice Center in Seattlewith the Juvenile Division. We are seeking an innovative, dynamic and experienced professional to join our efforts in supporting and implementing organizational change and restorative justice practices through data analysis, visual management, process review and continuous improvement. The Juvenile Justice Analyst (PPM IV) supportsthe Division Senior Management Team with data-driven research, special projects, and various reporting needs. It serves a liaison for a variety of legislative and policy issues that require maintaining effective, collaborative working relationships with elected officials, other criminal justice agencies, labor representatives, courts, and other King County agencies. A requirement of this position is to understand complex data analysis and systems and be able to communicate them clearly and effectively to stakeholders in the juvenile justice systems, community providers, and media.
 
The Juvenile Division is responsible for the care and custody of youth who are detained in the Juvenile Detention Facility and operates King County's Alternatives to Secure Detention programs. The Juvenile Division is committed to a philosophy of balanced and restorative justice, moving from a system that criminalizes vulnerable youth to one that supports them in leading safe, productive lives. Our focus is on ensuring that there are alternatives to secure detention and community-based services for eligible youth. While King County has significantly reduced the number of youth detained in our facility and continues to develop alternative programs to further reduce the reliance on detention, youth who are detained in our secure detention facility are managed in a manner consistent with national best practices in juvenile justice.

DAJD is striving to provide in custody and community-based services that are data informed, advance safety, lead system change and promote equitable outcomes for the people we serve. The Department of Adult and Juvenile Detention is a professional and nationally recognized organization that supports safe, vibrant, and healthy communities in partnership with other criminal justice and human service agencies.
This recruitment will be used to fill the current full-time career service vacancy, as well as create an eligibility list which may be used to fill future Project/Program Manager vacancies within the Juvenile Division for up to 18 months.The job description is an overview and is intended to describe the general nature and level of work being performed. It is not an exhaustive list of all the functions and tasks required of this position.
 
  • Support Division Senior Management Team with research, special projects, and various reporting needs. 
  • Assists the Division Director in developing the Division's business plan including creating performance indicators and outcome measures.
  • Design data gathering instruments, collect and analyze data, and report pertinent trends or information to Senior Management for high-level decision-making. 
  • Perform complex analysis of divisional and criminal justice policies, programs and practices using appropriate statistical, research methods (including evaluation design), forecasting, evaluation, and modeling techniques. This work requires working proficiently with the current business intelligence tools which include Microsoft Access, SQL Server, Excel database functions and pivot tables; and online analytical processing (OLAP) tools for multi-dimensional analytical (MDA) queries and business intelligence tools like Tableau or Power BI.
  • Provide oversight of the Juvenile Division, which includes Alternatives to Secure Detention and Juvenile Community Programs, and other special projects as directed by the Division Director.
  • Facilitate teams consisting of operational staff, departmental leadership, and other criminal justice partners to define and manage data analysis, studies of alternative business practices and evaluation. 
  • Identify and builds community partnerships to promote enhanced service delivery and positive reintegration to the community for justice involved youth.
  • Administer Juvenile Justice best practices to include Trauma Informed Care, Adolescent Behavior, Juvenile Detention Alternatives Initiative (JDAI), Pathways, Prison Rape Elimination Act (PREA) and Restorative Justice Practices utilizing a comprehensive knowledge of best practices.
  • Effectively communicate research and data results to a general audience, as well as translate results into work plans and deliverables utilizing the ability to comprehend and interpret complex data.
  • Prepare and conduct effective written and oral presentations for both formal and informal settings.
  • Act as the Division's public information representative; liaison with County Council and media requests, as needed.
  • Communicate effectively to internal and external audiences as an authoritative representative of division leadership on a variety of issues related to juvenile division priorities for the purpose of shaping policy and practice, advocating controversial positions and achieving important juvenile division objectives. 
  • Apply an equity and social justice mindset to all aspects of the work in partnership with other team members, other Division and Department staff, as well as internal and external stakeholders.
  • Maintain confidentiality of sensitive data, correspondence, or personnel matters. 
  • Perform all other duties as assigned.
To be considered minimally qualified for this role, you must have:
  • Currently or able to obtain by time of hire a valid Washington State Driver’s License. 
  • Minimum of three (3) years professional experience providing complex data and business analysis or managing complex projects and initiatives for a local or state government agency.
  • A bachelor’s degree in criminal justice, public administration, business or other social science field from an accredited college or university; OR
  • An equivalent combination of experience and education that provides the required knowledge, skills and abilities to successfully perform the work. 
Additionally, you must demonstrate evidence of:
  • Strong oral and written communication skills, including the ability to create and present high-level and informative briefings and proposals to executive leadership, business teams, external agencies/partners, and technical teams. 
  • The ability to provide direction and leadership to work groups and project teams, distill complex information to inform decision-making, work with individuals from diverse backgrounds, and build consensus among people with varying opinions. 
  • Proficient in analyzing, organizing, and prioritizing work; ability to work on a number of projects simultaneously, adapt to changes in workload demands, muti-task and follow through to complete work with minimal oversight to meet deadlines and demands. 
  • Experience in research, data collection and analysis. 
  • The ability to apply appropriate project management, research, and/or analysis methodologies in support of a fast-paced and results-oriented initiative with minimal direction and oversight.
  • Knowledge of program specific best practices, principles and techniques used in conducting management studies and analysis, project management methods, general statistical and quantitative methods. 
The most competitive candidates will have the following:
  • A master’s degree or PH. D. in the social sciences, criminal justice, public administration, or business from an accredited college or university with major coursework in statistics, research methods and design, economics or mathematics.
  • A proven track record of developing and implementing innovative strategies and best practices and achieving goals. 
  • Public sector experience in project management and/or data analysis in an organization of similar size or type, with preference given to experience involving criminal justice agencies, especially juvenile justice agencies. This type of experience lends to a unique understanding and perspective, particularly in navigating the intricate dynamics of the governmental landscape. 
  • Adept at leveraging technology and Office 365 tools to collaborate and drive progress in the modern workplace. 
  • A minimum of three (3) years of experience writing complex queries to extract data.
  • Knowledge and understanding of juvenile justice best practices and Restorative Justice practices programs and goals.

 WORK SCHEDULEThis position will work a 40-hour workweek. Standard hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. However, may be subject to change as otherwise negotiated with the successful applicant. 
 
This position is exempt under the provisions of the federal Fair Labor Standards Act (FLSA),
 meaning that it is not eligible for overtime pay or compensatory time accrual, and the incumbent will be required to work the hours necessary to meet position responsibilities. 
 
 WORK LOCATION:The work associated with this position will be performed through a hybrid work model that will require both onsite and remote work. Most of the work time will be onsite in a secured juvenile detention facility. 
 
The primary onsite work location for this position is the Judge Patricia C. Clark Family Justice Center at 1211 E. Alder Street, Seattle, WA 98122. However, candidates must be willing and able to report to work at different locations for meetings and events, as when necessary. 
 
 Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. A valid Washington State Driver's License is required by the time of hire.
 
 Employees will be provided with a County issued laptop and, when working remotely, must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
 
 SPECIAL REQUIREMENTS: The person selected for this position may be required to complete a thorough background investigation process, including fingerprinting, criminal history check, and reference checks.
