The Road Services Division has an exciting opportunity for a Project/Program Manager IV supporting contracting and procurement needs for Roads Maintenance operations. You will have the opportunity to make a significant impact on infrastructure maintenance work that benefits communities across the region. You will determine and develop procurement approaches, work with cross-functional groups to analyze and develop scope of work, compile contract terms, and execute purchasing processes that are fair, open, and competitive while maximizing the County’s Pro-Equity in Contracting initiatives. EXAMPLE OF DUTIES
Serving as the Maintenance section’s lead representative, determine and develop procurement approach for routine and non-routine contract awards, bidding requirements, selection criteria and general terms and conditions for procurement. Work with Maintenance staff to develop scope of work, evaluation criteria, and contract requirements. Manage procurement process from creation of the solicitation to execution, in coordination with the County’s central procurement office. Identify issues that could impede procurement process. Manage the section’s annual pool bid process for procuring construction materials and equipment and develop the bid tabulation book used by operations staff.Maintain contracts utilized by the Roads Maintenance section: work directly with management and field staff to develop technical specifications for new solicitations, monitor contract usage and expirations and ensure continuity of services, review and oversee compliance with terms and conditions, assist in resolving accounts payable issues, and manage contract amendments.Participate in the review and inspection of contractual terms and conditions for compliance with relevant procedures, federal, state, and county laws and regulations, and non-discrimination requirements. Analyze and make recommendations regarding compliance issues, violations of contract provisions, and policies and procedures. Develop and provide guidance and advice to leadership on solicitation strategy, including alternate procurement approaches to support the section’s operations.Manage, update and develop internal resources and materials on Maintenance section’s contracts, assist in creation and maintenance of section-wide procurement policies and procedures, and conduct training. Ensure that all essential contract documentation is in the contract file, accurate and complete for audit accountability purposes. Other duties as assigned to support Maintenance operations and Roads division, including support of emergency and inclement weather response operations.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
