Our goal is to create and make continuous improvements to an education and workforce system thatprepares Kentuckians for the 21st century workforce, while helping businesses find the skilled workers theyneed to compete and create jobs in the Commonwealth.

The cabinet is seeking to fill a Special Fund Program Advisor position located within the Department ofWorkers’ Claims, Division of Workers Comp Funds.

This position will be responsible for daily operations inadministering the Special Fund. The Special Fund is liable in providing part of the income benefits awardedto certain occupational injuries and diseases resulting from incidents or last exposures prior to Dec. 12,1996.

The preferred candidate for this position will demonstrate the ability to communicate clearly and concisely,and work cooperatively with a team.

The preferred candidate should have an extensive knowledge of Workers Compensation regulations and statutes.

Job duties include :

  • Analyze workers' compensation claims to review and investigate the various issues associated with these
  • Interpret Administrative Law Judge (ALJ) orders and various correspondence from claimants relative to the claims process
  • Process e-MARS checkwriter application for payments to 4000 beneficiaries.
  • Track all workers' compensation claims for beneficiary payment by Special Fund.
  • Log cash receipts from insurance carriers and beneficiaries into the Claim Payment Management System (CPMS) for various situations, such as but not limited to : billing payments, refund of overpayment tobeneficiary, direct deposit returns, and beneficiary death.
  • Request preparation of e-MARS Check Writer File for the bi-weekly check run for awards to claimants or widows.
  • Manage cash receipts from insurance carriers and beneficiaries, working with Treasury to ensure money is appropriately deposited
  • Create Cash Receipt (CR) documents to complete this process.
  • Maintain a database of all active claims.
  • Perform research relevant to Workers' Compensation program to evaluate the obligation of funds.
  • Create detailed reports, to include the annual financial closeout report, to provide assistance to Division Director and / or Deputy Commissioner.
  • Prepare beneficiary notifications to aid the community of claimants with necessary information relative to their claim and the Workers' Compensation Fund.
  • Provide technical assistance by communicating with insurance carriers, attorneys, and coworkers relating to awards and the complexities of Workers' Compensation laws and regulations, as they apply to individualcases.
  • Respond to inquiries of direct-pay claimants that are being paid by the carrier per Workers' Compensation law.
  • Respond to general inquiries from insurance carriers, attorneys, and other personnel relating to Special Fund Awards.
  • Performs other duties as assigned.

Preferred skills and abilities :

  • Experience and knowledge of the Special Fund and it’s responsibilities.
  • Experience with the Claims Payment Management System (CPMS)
  • Experience and or knowledge in purchasing and payment duties.
  • The successful candidate will need to have strong organizational skills.
  • Strong communication skills to work with staff and leadership.
  • Experience and knowledge with eMARS
  • Ability to work in fast-paced environment.
  • Ability to adapt to work under pressure.
  • Good time management skills
  • Attention to detail.
  • Knowledge / experience in Microsoft Office (Word and Excel)

Minimum Requirements EDUCATION : Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS : Four years of administrative experience in Workers' Compensation programs or experience in statistical or policy analysis, accounting, auditing, research, or a related field.

Substitute EDUCATION for EXPERIENCE : Certification as a Certified Public Accountant will substitute for two years of the required experience.

Graduate study will substitute for the required experience on a year-for-year basis not to exceed two years.

Substitute EXPERIENCE for EDUCATION : Additional administrative experience in Workers' Compensation programs or experience in statistical or policy analysis, accounting, auditing, research, or a related field will substitute for the required education on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.) : NONE Working Conditions Work is typically performed in an office setting.
