The Division of Administrative Services is hiring a Purchasing Agent II that creates complex personal service contracts for professional services to include the request for proposal, competitive negotiation, strategic planning, and award processes. Serves as a lead in the evaluation of proposals and assists with the evaluation and negotiation processes of proposals. Monitors all purchases made for conformance with the Model Procurement Code (KRS 45A).
Job duties include but are not limited to the following:
  • Develops complex personal service contracts and other state contracts for the procurement of goods/services for the department to ensure compliance/conformity with Model Procurement Code KRS 45A/policies/procedures.
  • Conducts negotiations with vendors for solicitations/contracts.
  • Establishes/leads evaluation team to evaluation responses by reviewing/analyzing/ranking against other bid responses.
  • Monitors expenditures through eMARS reporting.
  • Prepares and reviews payment docs in eMARS for accuracy of invoices/terms of contract associated with purchase.
  • Defines/writes complex specifications, requisitions, proposals to advertise/request vendor to submit proposals within the agency's spending authority.
  • Responds to correspondence from vendors/co-workers pertaining to status of orders/delivery info/payments.
  • Interprets/implements policies pertaining to management of contractual services.
  • Coordinates with divisions, budget, accounting staff on regular basis to ensure contract budget is incorporated into the budget build.
  • Monitors contract expenditures for the division/department.
  • Assists in development/revision of contracting/payment policies.
  • Researches, reviews, interprets and maintains advanced knowledge of statutes, regulations, procurement policies/procedures to advise management and divisions of any changes of any recommendations to remain in compliance.
  • Performs procurement training to division/department staff as needed/required.
  • Assists branch manager with gathering documentation and preparing special reports as needed/required.
  • Attends meetings as needed/required.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Five years of purchasing experience.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Experience in purchasing will substitute for the required college on a year for-year basis. Certification with the National Institute of Governmental Purchasing as a Certified Professional Public Buyer (CPPB) will substitute for one year of the college requirement OR certification as a Certified Public Purchasing Officer (CPPO) will substitute for two years of the college requirement.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
