Description
The Education and Labor Cabinet’s mission is to educate, prepare and train Kentucky's current and future workforces. The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain and accommodate employees with disabilities.
We are seeking an Administrative Specialist III to provide professional support to the Office of Vocational Rehabilitation Owensboro District Section in developing, implementing and maintaining various complex programs, projects or activities.
Key Responsibilities:
  • Provide professional support to the manager and other staff in the section in the application of complex vocational rehabilitation services, eligibility, case delivery service, purchasing services, data entry, maintaining records, etc.
  • Interpret agency policies and explain procedures to the public regarding services.
  • Generate reviews, and assist in analyzing statistical and interpretive reports from the Case Management System (CMS/Crystal). Generate reports used for evaluating staff performances.
  • Review, analyze, and make recommendations regarding monthly budget. Ensure compliance with policies and procedures regarding program purchasing and ProCard expenditures.
  • Review, interpret, and monitor safety compliance procedures/policies. Conduct periodic safety drills.
  • Serve as point of contact for IT staff to ensure compliance with IT policies and guidelines including confidentiality and use of computers. Serve as a resource of the district in CMS usage issues.
  • Prepare and process complex authorizations for consumer service purchases, such as multiple breakdown expenditures, multiple vendors for one service, etc. Work with vendors and consumers to set up services and to authorize and pay for services. Monitor and assure compliance with federal guidelines and agency policies regarding purchasing fees, limits, and codes.
  • Interpret and explain policies and procedures regarding time and attendance and travel regulations to staff. Check accuracy of travel vouchers, assuring compliance with policies and procedures.
  • Assist in training new contract staff on essential work duties. Model, demonstrate, and check the work of less seasoned staff members.
  • Perform other duties as required.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional, administrative, or business experience.
Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.

Working Conditions
Incumbents working in this job title primarily perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
