Job Description
General Nature of Work
The purpose of this classification is to provide first line supervision of officers and detectives, and to protect life and property, deter criminal activity within the community, perform investigations and to enforce all local, state and federal statues, ordinances, laws and regulations.
JOB RESPONSIBILITIES
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates daily work activities; organizes, prioritizes, and assigns investigations, patrols, special assignments, or other shift tasks; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
  • Monitors daily activities of the unit; assists officers with complex situations and cases; distributes information and relays special instructions received during a watch.
  • Coordinates and supervises the training and development of police officers; instructs and directs subordinates regarding proper procedures and protocol of the department, law enforcement methods, etc.; inspects personnel for compliance with guidelines, uniform requirements, and other departmental regulations; depending on area of assignment may arrange for and/or provide instruction and testing of officers.
  • Investigates complaints against unit personnel; conducts investigations of officers resulting from complaints or allegations of misconduct; researches, administers and documents counseling resulting from officer misconduct.
  • Enforces all city and state codes, ordinances, laws and regulations, in order to protect life and property and to prevent crime and promote security.
  • Supervises the patrolling of and patrols designated areas via motor vehicle, to detect and deter criminal activity and traffic violations; inspects doors, windows, and premises of residential/commercial buildings/properties to ensure security or to detect suspicious conditions; responds to active alarms at residences, businesses, and industries; maintains high visibility in the community.
  • Supervises the response to and responds to calls relayed by dispatchers, including domestic disputes, abuse, assaults, burglaries, thefts, fatalities, traffic accidents, property damage, alarms, bomb threats, lost or missing persons searches, rescue operations, unattended deaths, public service duties, stranded motorists, or dangerous drivers.
  • Supervises the prevention/discovery of and prevents/discovers commission of crime; writes citations; pursues fleeing suspects; apprehends, arrests and processes criminals, fugitives and offenders as appropriate; assists in booking inmates into jail; transports arrestees, prisoners, members of the general public, or other individuals as required.
  • Supervises the conducting of and conducts preliminary investigations; interviews victims, complainants and witnesses and takes statements; gathers information and evidence; secures crime scenes; prepares investigative reports and sketches; participates in court activities; testifies in judicial proceedings.
  • Supervises the performance of and performs rescue functions at accidents, emergencies, and disasters, which may include lifting, dragging or carrying people away from dangerous situations, securing/evacuating people from particular areas, administering medical aid, or extinguishing small fires.
  • Provides assistance and backup support to other officers as necessary; provides emergency response on a twenty-four hour basis as needed; provides assistance to other law enforcement or public service agencies as appropriate.
  • Supervises the establishment of and establishes road blocks; administers roadside field sobriety tests; writes citations; identifies wanted persons/vehicles; impounds vehicles; assists stranded motorists; ensures roadways are clear of obstacles and hazards.
  • Performs other duties including monitoring and responding to calls for assistance, investigating accidents and reported crimes, interviewing citizens, conducting searches, pursuing fleeing and subduing resisting suspects, effecting arrests, and processing and transporting prisoners.
  • Communicates with command/supervisory personnel during emergency response and critical incidents.
  • Supervises the investigation of and investigates crimes and related law enforcement problems; conducts investigations involving financial, vice, homicide, abduction, missing persons, juvenile, child abuse/neglect, abuse of elderly, drugs, auto theft, property, robbery, assault, gang-related, or other crimes; conducts surveillance and undercover operations; coordinates investigation activities with other law enforcement agencies; manages assigned caseload of investigations.
  • Supervises the securing of and secures crime scenes; examines crime scenes for clues, evidence, and latent fingerprints; makes photographs and diagrams of crime scenes and evidence; collects, evaluates, tests, records, and preserves evidence; maintains control and chain-of-custody over physical evidence gathered; ensures proper handling, packing, and transport of evidence to crime laboratories.
  • Supervises the identification of and identifies potential witnesses and suspects; interviews victims, complainants, witnesses, and suspects; advises victims or other parties of their rights; takes statements and verifies truth/accuracy of statements.
  • Obtains search warrants; conducts searches of premises, property, or persons; seizes property as appropriate.
  • Documents all investigative information; prepares detailed case reports and records; reviews reports prepared by subordinates; reviews/evaluates crime reports; compiles, maintains, and reviews various statistical data; performs research; reviews laws for application.
  • Determines whether sufficient evidence exists to substantiate an arrest; prepares/presents photo lineups; obtains arrest warrants and makes arrests; advises suspects of their rights.
  • Participates in court activities; prepares cases for prosecution; meets with state/county attorneys to discuss prosecution of cases; testifies in judicial proceedings.
  • Enters/retrieves computer data including information on stolen property, investigation data, personal and criminal records check, arrests, fugitives, and background and history details; reviews crime statistics.
  • Assists with interdepartmental duties and city activities as needed which may include working within school zones, directing traffic, providing security at city social events and athletic activities, special escorts, crowd/riot control, or other special assignments.
  • Responds to questions, complaints, and requests for information by telephone or in person from news media, merchants, community/civic organizations, the general public, officers, employees, superiors, and other individuals; conducts internal investigations as assigned.
  • Prepares and submits annual budget request for approval; monitors expenditures for fiscal compliance; may write proposals.
  • Reviews documents processed by subordinates to ensure accuracy; discusses errors and recommends methods of corrective action; provides technical assistance as needed.
  • Maintains current field and code manuals, policies and procedures, employee handbooks, various maps, and related material for reference and/or review.
  • Coordinates and supervises accreditation and certification activities; collects and maintains a variety of law enforcement data; prepares and submits required reports and documentation; maintains awareness of current and changes in law enforcement standards and accreditation and certification requirements; assists in identifying and developing new programs, systems, procedures or equipment to comply with accreditation and certification requirements; serves as liaison to accreditation and certification agencies.
  • Cooperates with federal, state, and local law enforcement agencies and their officers or representatives when activities are related to investigations within City jurisdiction.
  • Communicates with supervisors, officers, City employees, other departments, dispatchers, law enforcement agencies, fire personnel, emergency/medical personnel, court officials, attorneys, victims, complainants, prisoners, suspects, the media, the public, outside agencies, and other individuals as needed to obtain information, coordinate activities, review status of work, exchange information, or resolve problems.
  • Prepares or completes various forms, reports, correspondence, logs, checklists, accident reports, incident reports, supplemental reports, complaint forms, DUI reports, property/evidence sheets, citations, suspension notices, impound forms, accident information sheets, diagrams, warrant applications, booking sheets, bail/bond forms, time sheets, performance appraisals, or other documents.
  • Receives various forms, reports, correspondence, logs, evidence sheets, witness statements, criminal history reports, warrants, subpoenas, summonses, court dockets, templates, diagrams, hit-and-run reports, laws, codes, ordinances, policies, procedures, maps, bulletins, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Attends and conducts shift meetings, seminars, and training sessions as required to maintain knowledge of departmental and city operations, to promote improved job performance, and to maintain knowledge of changing policies, procedures, codes, and laws; may participate as a member of various boards and panels relating to hiring and discipline.
  • Operates a variety of standard and specialized machinery, equipment, and tools associated with law enforcement, which may include a police vehicle, firearms, taser, chemical weapons, emergency equipment, radio/communications equipment, alcohol testing equipment, drug testing kits, processing kits, handcuffs, baton, flashlight, metal detector, measuring devices, camera, video camera, lighting equipment, measuring devices, digital audio recorder, television, hand tools, and other devices.
  • Operates a personal computer, general office or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
ADDITIONAL FUNCTIONS
•This position reports directly to the Chief of Police for matters requiring and related to internal investigations.
•Assist the Police Administration in maintaining the public trust by conducting administrative investigations of officers involved in criminal activities, use of force incidents, or violations of departmental policies.
•Investigate complaints of misconduct, whether received from citizens or employees in accordance with Department Policy.
•Prepare and submit required administrative reports concerning uses of force, citizen, and employee complaints.
•Accompany any officer named as a witness in another law enforcement agency's internal investigation.
Performs other related duties as required.

MINIMUM QUALIFICATIONS
Associate's degree in Criminal Justice or related field; supplemented by three (3) year(s) of experience in law enforcement or investigations with a CALEA or State of Georgia accredited Law Enforcement Agency; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license. Must possess and maintain Georgia Peace Officer Standards and Training certification. Must be qualified to operate a firearm. May be required to obtain and maintain other certifications as related to assignment.
