Job Description:


WORK SCHEDULE

40 hours per week. May be required to work additional hours as needed to complete assignment or project.

SUMMARY

This role is primarily responsible for working closely with the contracts department, billers, and site administrators to coordinate de-obligation requests and contract closeouts as well as prepare DCAA Rate True-up Billings and Final Vouchers. This role will prepare SBA reporting and other annual government reporting to include but not limited to DCAA Incurred Cost Submission and Service Contract Reports. This role will also assist with reviewing contract billings, revenue calculations, setups, accounting reclasses, and analysis, according to contract specifications, while facilitating communication on these matters when appropriate with subsidiaries, other employees, and customers. At times, this person may prepare contract billings to meet team deadlines.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Coordinates funding de-obligation requests with teammates across departments.
  • Works with DCMA and Katmai teams to prepare Final Vouchers and close out contract billings.
  • Prepares DCAA Rate True-up invoices.
  • Prepares Revenue True-ups for Year to Date Indirect Rates.
  • Assists in preparing Incurred Cost Submissions for DCAA.
  • Prepares quarterly Self-Performance calculations for Executives and Directors.
  • Prepares SBA Annual Reports for each 8(a) subsidiary.
  • Reviews unbilled balances quarterly and corrects variances.
  • Sets up contracts in the accounting system, Costpoint, which includes setting up of contracts to detail level specified in contract, assignment of project numbers, establishing invoicing requirements and billing formats per contract requirements, establishing workforce at various project levels, developing & maintaining cost allocation models, and aligning all pricing to include labor categories with contracts.
  • Communicates contract specific information to other departments and subsidiaries.
  • Reviews and enters contract modifications into system.
  • Assists with various aspects of general ledger accounting, as assigned, including monthly journal entries, monthly reconciliations of subsidiary ledgers, monthly accruals and reversals, and monthly revenue recognition and analysis.
  • Reconciles Projects Module to the General Ledger.
  • Supports Projects Team and Project Accounting Manager with special tasks.
  • Maintains regular and punctual attendance.
  • Other duties as assigned by the Accounting Department’s management.
Job Requirements:


MINIMUM QUALIFICATIONS

  • Working knowledge of and ability to navigate applicable Federal government regulations, including but not limited to Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), Small Business Administration (SBA).
  • At least three years of detailed hands-on experience in a federal government invoicing/ contracting environment.
  • Must have comprehensive knowledge and experience working with all major contract types (CPFF, CPIF, FFP, T&M, IDIQ, LOE, etc.).
  • Broad understanding of accounting processes to include payroll, accounts payable, general ledger and cost accounting.
  • Must have strong skills in Microsoft Office 365: (Outlook, Word, especially Excel) and Microsoft Teams.

DESIRED QUALIFICATIONS & SKILLS

  • Bachelor’s Degree in any area of Finance or Accounting is preferred.
  • Experience with DCAA Final Voucher preparation and contract closeout is preferred.
  • Deltek/Costpoint & Cognos Reporting experience strongly preferred.
  • Invoicing experience with WAWF/PIEE and other Government platforms preferred.

PHYSICAL DEMANDS

Frequent sitting, using hands/fingers, handling, reaching with hands and arms, talking, hearing and seeing up close, at a distance, along the periphery, with depth perception and the ability to adjust focus; occasional walking or standing, occasional lifting of up to 10 lbs. Compensation & Benefits Package:

  • Pay range: $60,000-$70,000
