GENERAL SUMMARY

Supports and assists the Emergency Management Director in the planning, coordinating, and management of a consolidated emergency management and domestic preparedness program in Kalamazoo County. This comprehensive program consists of five key elements: Prevention, protection, mitigation, response, and recovery. The person in this position will be expected to participate in preparation, response, and training activities to support this mission.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Enhances community awareness by speaking to various community groups, government organizations, and educational faculty members. Conducts training programs with these organizations to reinforce the emergency management and planning mission.
  • Facilitates various committees addressing mitigation activities, pre‐incident planning and training to

support the emergency management mission.

  • Develops and maintains detailed resource documents to ensure continuity of government. Maintains the County's Continuity of Business Plan and maintains contact with each building liaison.
  • Ensures operational readiness of the County Emergency Operations Center (EOC), and coordinates maintenance of subordinate Emergency Coordination Centers (ECC) throughout the County, their operational technology systems, and the emergency communications and community warning systems within the centers.
  • Supervises the maintenance of emergency operations equipment such as response vehicles, trailers, generators, and support equipment to ensure a constant state of readiness.
  • Maintains a knowledge base of all current local, state, and federal Homeland Security directives, policies, and regionalization efforts.
  • Must understand modern emergency management concepts and complete training requirements set forth by state and federal agencies. Must maintain certifications as required for effective emergency management and domestic preparedness knowledge and credibility.
  • Must have the knowledge, skills, and ability to conduct meetings, conduct training classes, and supervise volunteers as assigned.
  • Acts on behalf of the Emergency Management Director in their absence.

MINIMUM QUALIFICATIONS

Required Education and Experience

Associate degree required (bachelor’s degree preferred) or equivalent military experience or a combination of comparable education, training, and experience, with college core course requirements in Business, Public Administration, and Emergency Management. FEMA course completion in the National Incident Management System through ICS‐300 required.

Three (3) years’ experience in a related field with concentration in public relations, customer development, or public/private partnership development. Previous management experience preferred. Strong written and verbal communications skills, as well as exceptional skills in computer operations, are required. Obtain the Michigan Professional Emergency Manager certification within 2 years of hire. Possess and maintain a valid motor vehicle operator's license without restrictions (except corrective lenses).
