POSITION TITLE: FOREIGN DISCLOSURE REPRESENTATIVE
LOCATION: Quantico, VA USMC Intelligence Activity (MCIA)
CLEARANCE: TS required, SCI Eligible
This position is contingent on contract award
POSITION SUMMARY:
Prepares and processes foreign disclosure requests and proposes recommendations to the Government per U.S. disclosure and release policies and guidance. Reviews various products for release, ensuring all sources have been identified and appropriate security classification markings are applied. Verifies sources against product content. Maintains record archives of disclosure requests and adjudications, and responds to requests for data; proposes disclosures or releases of information after technical and substantive reviews of information; advises on foreign disclosure policy and procedures in accordance with the Foreign Disclosure program; and tracks and maintains records for decisions concerning disclosure. Possesses in-depth knowledge and experience in IC and DoD policies and procedures for determining the releasability of classified information.
Primary Duties
  • Advisor and subject matter expert serving officials in issues related to foreign disclosure policy and intelligence relations
  • Advise on foreign disclosure matters for inclusion in national and departmental planning and policy documents.
  • Assess and construct recommendations concerning plans and strategies involving DoD foreign disclosure and intelligence sharing policies and procedures.
  • Prepares staff packages, briefings, papers, read-ahead materials, and other correspondence for coordination and signature by officials.
  • Prepare documentation or handle administrative needs for officials attending working groups of other forums related to foreign disclosure and intelligence sharing policy.
  • Assess requests and make recommendations to the FDO
  • Maintain records of requests for disclosure/release of classified and controlled unclassified information 
Required Qualifications and Education
  • Active TS/SCI Security Clearance
  • Bachelor’s degree in a Political Science or a related field.

 Preferred Qualifications:

  • Demonstrated knowledge in foreign disclosure policies, foreign disclosure procedures, and foreign intelligence relationships.
  • Demonstrated experience in developing or making foreign disclosure decisions.
  • Demonstrated knowledge and experience coordinating across large stakeholder communities and specifically across the DoD and IC.
  • Minimum 10 years of demonstrated knowledge of national, DoD, and IC policies, processes, and procedures.
This full-time position is Monday through Friday and operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Limited travel may be required.
