Jewish Family Service of San Diego is Hiring a Housing Manager, Desert Near Palm Springs, CA

Position Title: Housing Manager

Organization: Jewish Family Service of San Diego

Department: Desert Programs

Position Type: Full-Time (37.5 hours/week), Exempt

Work Setting: Onsite

Reports To: Director of Supportive Housing

Pay Range: $66,560 - $70,000/year

Position Overview:

The Housing Manager delivers assistance crucial to enhancing/improving a client’s standard of living, emotional health, physical health, and community health. The Housing Manager strives to remove barriers that are impeding upon a person’s level of self-sufficiency. Additionally, this position is responsible for the implementation of housing quality standards and property maintenance as necessary and supervising all Housing Coordinator staff.

Responsibilities:

  • Responsible for oversight of daily operations of the housing team
  • Oversee residential properties addressing any safety and maintenance issues
  • Update and monitor all client housing files
  • Monitor and implement all Housing Quality Safety inspections as mandated by HUD
  • Responsible for all aspects of work order process and follow-up with staff, clients, and property management companies
  • Verification and calculation of client rent. Oversee all aspects of client rental payments and completing needed documentation
  • Assist and oversee all reasonable accommodation and modification needs.
  • Be familiar with Fair Housing Laws
  • Respond to staff and client needs
  • Work independently
  • Assist with move-in and move-out of clients
  • Maintain inventory of all program supplies
  • This position will interact with clients and maintain confidentiality on a consistent basis
  • Oversight of donation pickups
  • Oversight of agency vehicle maintenance
  • Work directly with outside partners to facilitate services when needed. (Landlords, Vendors, IEHP, County staff)
  • In partnership with the program manager, provide oversight of the housing retention program
  • Update, monitor, and ensure all client housing files are in compliance with the HUD contracts
  • Assist Program Manager in creative strategies to ensure client lease compliance while maintaining good standing with the property management companies
  • Create all client Occupancy Agreements and the necessary attachments
  • Responsible for all aspects of the reasonable accommodation and modification process
  • Respond to all emails within one business day
  • Regular one on one meeting with each team member
  • Oversee all aspects of client lease compliance, including violation documentation and corrective action plans
  • Assist with move-in and move-out of clients ensuring contract compliance for vacant units
  • Participate in food distribution and food donation pickups as needed
  • Participate as needed in County, HUD, and City Meetings
  • Responsible for completing monthly reports
  • Responsible for setup, disconnection, and monitoring of all client unit and office utilities
  • Responsible to ensure timeless and accuracy of all data entry requirements of the housing department
  • Responsible to create, implement, and maintain new processes to ensure contract compliance
  • On-call as necessary for site emergencies

Skills/Experience/Abilities That Are a Must-Have:

  • Knowledge and skills to implement Fair Housing and Landlord Tenant laws
  • Knowledge and ability to perform maintenance including but not limited to electrical, plumbing, and minor property maintenance duties
  • 2 years’ experience providing property management services preferred
  • Must possess a reliable car and valid driver’s license
  • Strong crisis intervention and honed assessment skills, including high risk issues
  • Extensive knowledge of Riverside County community resources
  • Ability to work independently as well as in a team
  • Capacity to form professional relationships with clients and maintain appropriate boundaries

Language

  • Good to excellent spelling, grammar and written communication skills
  • Excellent telephone and oral communication skills
  • Ability to read and interpret documents such as memos, general clerical documents, project and grant reports, safety rules, instruction booklets and manuals
  • Ability to write well (e.g., memos, reports, e-mails, agendas, minutes)

Mathematical

  • Ability to add, subtract, multiply, and divide all units of measure using whole numbers, common fractions and decimals
  • Ability to analyze data and run reports as appropriate

Reasoning

  • Ability to apply common sense and critical thinking to carry out instructions and make decisions within scope of authority
  • Ability to deal with problems involving complex and sensitive issues

Computer

  • Proficiency in Word, Excel and Outlook

Skills/Abilities We’d Like You to Have:

  • High school diploma or GED
  • Trade school certificates a plus

Physical Demands of the Job:

Must be able to

  • Sit, talk and listen
  • Stand, walk and use hands and arms to use a keyboard, handle papers, and reach for the phone
  • Occasionally climb or balance, stoop, kneel, crouch or crawl
  • Occasionally lift and/or move up to 50 pounds
  • Concentration and good hearing are required
