Reports To: Senior Director, Controller
Pay Rate: $70,000 - $73,000/year

Position Overview
The Contact and Compliance Specialist has an integral role at Jewish Family Service of San Diego Shelter Services. This position will manage compliance related oversight for government contracts, corporate and foundation grants totaling around $45 million annually. The Contact and Compliance Specialist serves as an important resource providing guidance and coordination of the contract compliance from award notification through closeout. This position works closely with the Accounting and Program teams to ensure accurate monitoring and reporting of the contract deliverables.
Under the direction of the Senior Director, Controller and in partnership with the Shelter Team management, this position will provide operational, functional, and quality assurance support related to contract compliance post-award requirements. This includes evaluating new awards and award modifications for compliance requirements, implementing systems and processes to meet requirements, participating in contract audits, producing management reports and conducting close-out contract functions. Candidate must have experience in contract compliance for federal funding as outlined in 2 C.F.R. Part 200.
Responsibilities :
  • Ensure compliance with the rules and regulations administered by the grantor, assists in all audits, including the preparation of required schedules
  • Review, analyze and maintain award agreements to understand program requirements, expense requirements, conditions, restrictions, reporting requirements and deliverables
  • Maintain a compliance monitoring system that includes developing and executing a compliance audit schedule, analysis of compliance monitoring reports, and staff training needs
  • Identify areas of non-compliance and be responsible for follow up on internal file audit deficiency corrections
  • Performs ongoing data collection and maintenance to support compliance monitoring, auditing, and reporting activities
  • Review all procurement activity to ensure federal requirements for procurement meet the threshold of 2 C.F.R. Part 200 for contract compliance
  • Perform monthly, quarterly, and annual internal review to ensure all data complies with contact requirements
  • Participate in post-award informational meetings to support the contract compliance deliverables and attend external funder workshops, as needed
  • Working in conjunction with accounting and program teams to track grant management and reporting including monitoring funding and budget planning
  • Ensures that direct costs charged to grants and contracts are available and allowable under sponsor guidelines and Uniform Guidance, when applicable
  • Coordinate across Departments - Finance, Business Services, and SDRRN Migrant Shelter Services to ensure contract compliance requirements are met
  • Collaborative team player with a can-do attitude, the ability to think and implement quickly, and identify creative solutions to complex problems to mitigate risk for the company
  • Performing other duties, as assigned
Skills/Experience/Abilities that are a Must-Have:
  • Valid CA Driver's License
  • Reliable transportation to multiple worksites
  • Bachelor's degree required, preferably in accounting or related field
  • 3 - 5 years of grants and contracts compliance and administration experience
  • Experience in contract compliance for federal funding as outlined in 2 C.F.R. Part 200
  • Ability to create and interpret financial reports and program data.
  • Excellent written and verbal communication and interpersonal skills
  • Strong analytical, organizational and time management skills
  • Work well in team approach environment and across functions/departments
  • Effective project management techniques
  • Experience with coordinating and providing training opportunities
  • Ability to multi-task and prioritize workflow
  • Strong judgment and decision-making skills
  • Advanced in Excel and proficient Word and Outlook
