Job Description

Jefferson Solutions, the government consulting company of Jefferson Consulting Group, a well-respected, woman-owned small business in Washington, D.C. seeks an experienced Tribal Early Childhood Program Specialist with a background in early childhood development, child care, Head Start, home visiting, social science, public policy, or program management to carry out program and policy-related duties for advancing tribal early childhood programs and systems.

This position will work closely with staff in the Division of Tribal Early Childhood within the Office of Early Childhood Development (ECD) at the Administration for Children and Families in the U.S. Department of Health and Human Services, which administers the Tribal Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program and coordinates efforts across tribal early childhood programs at the federal level. The program specialist will be intricately involved in supporting coordination of tribal early childhood programs such as Head Start, Child Care and Development Fund, and Tribal MIECHV at the federal and tribal community levels, including through supporting the Tribal Early Learning Initiative (TELI).

Responsibilities:

* Support the implementation of significant tribal early childhood coordination efforts, including the Tribal Early Learning Initiative, in partnership with ACF staff, contracted technical assistance providers, and tribal communities

* Develop and conduct program and policy analyses to identify and understand the cross-cutting needs of tribal early childhood programs at the federal and community level

* Develop immediate, interim and long-range strategies to carry out legislative initiatives

* Independently coordinates, carries out, and monitors special projects and initiatives related to tribal early childhood programs.

* Support the development of responses to information requests regarding TELI and other cross-cutting tribal early childhood efforts

* Stay up to date on broad program and policy reviews and studies related to family and early childhood services in American Indian and Alaska Native communities

* Synthesize, analyze and summarize grantee information for TELI and other early childhood programs for various program and policy reasons, and draft documents for a variety of audiences

* Prepare and deliver reports, memos, briefs, and/or presentations for a variety of national, state, and local audiences (e.g., tribal communities, organizations, and leaders; policymakers; intermediaries; researchers; advocates and opinion leaders; program administrators; practitioners; and training and technical assistance providers)

* Work with tribal early childhood grant recipients, TA providers, and staff to support the development and dissemination of information products and technical assistance resources targeted at select tribal audiences and stakeholders

* Perform other related duties needed to achieve customer mission success

Qualifications:

* A bachelor's degree in public administration, Early Childhood Development, Public Policy, Public Health, Sociology, Social Work, Psychology, Organizational Behavior, or a related field is required (master's degree preferred), with more than 5 years of highly relevant experience performing program monitoring or technical assistance

* Experience in and passion for working with tribal communities or on American Indian and Alaska Native policy issues, particularly in the field of early childhood development

* Capacity to develop and maintain strong working relationships with tribal community partners, technical assistance providers, federal partners, and others

* Possess creative and strategic thinking with broad public affairs, public policy, and/or program development experience

* Very strong written and oral communication skills with technical and non-technical audiences

* Strong organizational, time-management, and prioritization skills, and driven to perform high-quality work in a timely manner

* Experience in strategic approaches to communication and program development.

* Possess sound decision-making, analytical/problem-solving skills, and good judgment

* Strong facilitation skills to lead phone calls with grant recipients, federal staff, and TA providers and support presentations at in person and virtual trainings and meetings

* Ability to work independently and as a team member and collaborate with associates at all levels

* Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, Teams, Outlook)

* U.S. Citizenship required

Desired Qualifications:

* Experience working with early childhood systems and partnerships is preferred

Work Location: Hybrid or Remote - Washington, D.C. - HHS ACF

Travel: Occasional travel within the U.S. is required (6-8 trips per year, 10 maximum)
