Position Summary – Operations Research Analyst (Executive Scientist) position supports of the Army’s Project Manager Expeditionary Energy and Sustainment Systems (E2S2). PM E2S2 is the Army's project management office that provides integrated materiel solutions, force sustainment support, and contingency basing designs to Joint Warfighters across the full range of military operations. PM E2S2 is the lifecycle manager for multiple combat support and combat service support capabilities that include power generation and power distribution; field feeding and field services; shelters and environmental controls; aerial delivery systems; and contingency base engineering design support. Travel: 20% CONUS and OCONUS

Job Description – Essential duties of this position include:

• Manages and directs the analyses of management problems, performs cost analyses and modeling, provides information requirements and the formulation of scientific solutions as directed.
• Provides detailed engineering analysis of proposed technical solutions in the context of operational doctrine and tactics and user-generated requirements.
• Performs detailed analysis on power generation and distribution solution sets for particular operational scenarios from the individual Soldier/ Small Unit level up to contingency bases and prime power applications.
• Evaluates advances in engineering, physics, and chemistry, which lead to lighter, more reliable and efficient equipment in PM E2S2’s mission areas (i.e. state-of-the-art engine designs,electrochemical fuel cell technology, renewable energy technologies, fuel chemistry, shelter technologies, and environmental control technologies).
• Continuously appraises and evaluates PM E2S2’s total mission and functional responsibilities in order to identify areas where technical, scientific engineering and acquisition actions are required, and provide advisory plans/ courses of action for evaluation by PM E2S2 management.
• Prepares studies, survey, plans and analyses in support of internal and/or external customers, based on conferences and meetings attended.
• Attends conferences and meetings, gathers and transcribes minutes and performs other related administrative management functions.
• Provides executive summaries and minutes for stated conferences and meetings.

Knowledge and Abilities -

• Familiarity with DoD Operational / Expeditionary Energy for DoD applications.
• Must be able to work independently.
• Must be detail oriented and organized.
• Must be able to manage multiple projects at one time.
• Ability to express ideas effectively orally and in writing.
• Proficiency with Microsoft Office.

Qualifications/Certifications -

• Master’s Degree or PhD with minimum of 15 years experience or Bachelor’s degree with a minimum of 20 years’ experience. A Bachelor’ s Degree in Operations Research, Mathematics, Computer Science, Cost Accounting, or related scientific or technical discipline (Preferred). May substitute 15 years of direct relevant experience for Masters/PhD or 10 years of direct relevant experience for Bachelors for a combined total of 30 years for education & experience.
