Jacobs is seeking a Senior Stormwater Solutions Manager to join our City Services team. In this role, you'll perform technical tasks on an analytical level in conducting initial and final plan reviews for permit applications that require Stormwater management, ensuring compliance with federal, state, and city codes. In addition, you'll be involved with staff consulting, providing technical guidance and design feedback to engineers, clients, property owners, developers, contractors and the general public, as well as also includes supporting the Community Development, Public Works Department and overall Land Development activities.

ESSENTIAL JOB FUNCTIONS

• Manage the Stormwater Utility for a municipality. Role entails prioritizing maintenance projects for failing infrastructure, utility billing, riprap program and other related duties.
• Role involves providing technical design feedback to engineers, coordination and oversight of staff review comments, overseeing construction and ensuring project compliance with all local, state and federal regulations.
• Performs various technical reviews of documents for compliance with established guidelines as stated in the Georgia Stormwater Management Manual and city ordinances; reviews documents for technical accuracy and hydrologic or hydraulic compliance of stormwater infrastructure and detention facilities; reviews documents for compliance with established guidelines as stated in the Manual for Erosion and Sediment Control in Georgia and city ordinances. 
• Reviews for compliance with NPDES, including water quality improvement and protection, protection of receiving water bodies, and pollution prevention.
• Reviews and analyzes site plans (building and land disturbance permits) for impact on adjacent developments, infrastructure layout, utility layout, grading and drainage improvements, general roadway and parking lot layout, erosion and sediment control, and stream buffer standards; coordinates development plan corrections with outside consulting engineers, property owners, and contractors; reviews civil plans for engineering and code compliance.
• Participates in various engineering related duties and communicates with internal and external engineering representatives, elected officials and residents.
• Performs routine and non-routine administrative tasks in support of departmental operations; calculates fee parameters for development permits using city development permitting software, manages the development surety and end of development processes, prepares correspondence, reports and related documents; communicates with and responds to various groups and individuals; interacts with other department representatives; participates in pre-application and plan review meetings, as applicable.
• Provides technical information and assistance to various groups and individuals; interacts with groups and individuals to gather information and data; assists other government agencies; instructs on the use of testing and measuring equipment to determine code compliance.
• Conducts site inspections during plan review as needed to understand existing site conditions.
• Operates a personal computer, printer, calculator, copier, phone system and other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, and other system software utilized within company and with clients.
• Performs other related duties as required.

Here’s what you’ll need:

• Bachelor’s degree in civil engineering, environmental science or a closely related field
• 10-plus years of experience in stormwater management, engineering, land development, inspections, construction, plan review
• Certified Stormwater Manager
• Certified Floodplain Manager or Certified Floodplain Administrator
• Possess and maintain a valid Georgia driver’s license with a satisfactory motor vehicle record (MVR), must pass Jacobs Motor Vehicle records review.
• Ability to travel within the Southeastern United States to visit team locations, client sites and regulatory agencies
• Knowledge of and ability to interpret codes and ordinances.
• Knowledge of departmental operations and functions, including the principles and practices of land planning, development, surveying, and plan preparation.
• Work with local program managers to understand, oversee and report on the ongoing performance of programs in delivery to identify where support may be required for both Water and Advisory opportunities.
Ideally, You’ll Also Have:
• Georgia Soil and Water Conservation Commission certification or must obtain within first year of employment.
• Significant prior experience in municipal, state or intergovernmental agency projects and business development, including working with officials to establish and achieve business and project goals.
• Experience collaborating with other market sectors as necessary to support cross-discipline/business line/region collaboration.
