Jacobs is Hiring a CS/C4 Analyst, Senior- TS/SCI Near Charlottesville, VA

Your Impact:

Supports the National Ground Intelligence Center (NGIC) in the development of Foundational Future Order of Battle data for Joint Country Forces Analysis (JCOFA), Military Modernization (MILMOD) Program, and Analytic Enabling (AE) activities in support of the Department of Defense (DoD) and Intelligence Community (IC).

Responsibilities: 

  • Research country specific CS Electronic Warfare (EW) C4 doctrine, equipment capabilities, and assessed networking tactics, techniques, and procedures (TTPs). 
  • Build and maintain C4 datasets; and produce other related intelligence products as determined by the government project manager. 
  • The C4 Network Model Creation and Maintenance will include scientific and technical intelligence analysis of command, control, communications, and computer (C4) networks in NGIC's JACOB or similar application.
  • Gather and analyze all-source intelligence data required to build and maintain C4 network datasets (to include command and control (C2), and sensor-to-shooter), Construct communications network diagrams and provide intelligence collection recommendations to remedy intelligence gaps.
  • Assist Government analysts in preparing briefs, presentations, and assessment. 
  • Build C4 and S2S models for ingestion into Integrated Threat Analysis Simulation Environment (ITASE) or other models. 
  • Make recommendations for modifications to current C4, S2S, and ITASE paradigms. 
  • Respond to electronic C2 RFIs and Production Requests (PRs). 
  • Perform analysis of foreign military CS-related, C2 decision making processes; command automation operations; data fusion techniques
  • Make assessments pertaining to the equipment used, capabilities, limitations, vulnerabilities, and timelines. 
  • Review CS and C3 JCOFA datasets to ensure equipment representation is complete and accurate. 
  • Run database reports periodically to facilitate coordination with other IPCs and with JACOB customers. 
  • Submit these working reports, generated from JACOB electronically as requested. 
  • Analyze CS, S2S, and C4 equipment and processes to produce assessments, visual graphics, and models relating to opposing force (OPFOR) C4 or CS data-fusion methods, decision making processes, communication paths, alternative means of communications, and the use of redundant equipment or processes. 
  • Collaborate regularly with other members of the NGIC, IC, and DoD 
  • Travel to other Intelligence Production Centers (IPCs), coordination meetings, working groups, and conferences to present their results.

Here’s what you’ll need:

  • Have a minimum of one year experience conducting all-source Science and Technology (S&T) or General Military Intelligence (GMI) analysis related to the C4 weapons systems integration functional discipline, and/or possess one year of Counter-space (CS) related experience.
  • Have a minimum of one year experience gathering, analyzing, and displaying/representing data related to C3 process models or communications networking diagrams.
  • Have a minimum of one year experience or demonstrated comprehension of military OB principles, general CS doctrine and TTPs.
  • Be proficient in the use of C3Net, S2S, Joint Analysis of C4 and Order of Battle (JACOB) or their equivalent. Proficient is described as having one year experience and the demonstrated ability to build a C3 Electronic OB (EOB) database or equivalent by converting analysis into database format, diagramming schema, identifying, expanding, and documenting S2S/C2 processes to include decision making, communication paths, communication methods, and automated troop control procedures. Expert-level experience is desired but not require for the CS C4 Analyst.
  • Have experience utilizing data display, and research and discovery tools such as MIDB/Cornerstone, Electronic Warfare Integrated Reprogramming (EWIR)/Next Generation EWIR, Google Earth, TAC, Pathfinder/TRAX, WISE, and others.
  • Demonstrate strong written and oral communication skills and the ability and willingness to collaborate as part of a government civilian, military, and contractor team. 
  • Ability to clearly articulate conclusions and provide transparent documentation of evidence and logical argumentation in support of intelligence assessments.

Clearance Required:

  • TS/SCI

Preferred: 

  • Desired experience is a minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
  • Desired Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S.
  • Department of Education; or have Bachelor’s degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master’s degree.
