Jacksonville Transportation Authority is Hiring a Project Controls Specialist Near Jacksonville, FL

Brief Description of Work:

Under the direction of the Project Controls Manager,this position is responsible for providing general support of JTA projects implementedwithin the Authority’s System Development Division.

Detailed Description


Essential Function(S):

  • Assist with monitoringbudget, schedules, and quality review for program specific projects.
  • Monitor projectexecution to achieve maximum effectiveness.
  • Coordinates with otherdepartments to prepare reports and resolve issues.
  • Understand resourcesloaded schedules. Tracks progress against scheduled milestones.
  • Assist with monitorcomplete financial cycle such as vendor purchase orders, client cost proposals,change orders and invoices, and work with project managers to facilitateapprovals.
  • Generate requisitionsfor assigned projects.
  • Assists with thepreparation and maintenance of reports and logs to track project financesagainst budgets.
  • Prepare monthly reportsand assemble data to consolidate.
  • Assists with thepreparation of presentations and reports.
  • Verifies bid documentsare ready for advertisement.
  • Supports senior staffand tracks project milestones and division Authority goals.
  • Ensures projectdocumentation, correspondence and records are stored in accordance withdepartment needs and applicable regulations, laws and funding requirements.
  • Updates and maintainsprojects using Project Management Information Software (PMIS).
  • Performs related workas assigned.
  • Work closely with the Program Administrator toensure Quality Control of all documents provided to the Capital ProgramManagement Office (CPMO) is correct and funding identified for each projectprior to submission.
Job Requirements


Minimum Qualifications:

Bachelor’s Degree in Business or Engineering and aminimum of four years progressive relatable experience. An equivalentcombination of eight years experience and training may substitute for a degree.

Preferred Qualifications:

Four years of applicable experience with anEngineering consulting firm, Contractor or Public Agency is preferred.

Knowledge, Skills, and Abilities:

  • Must have knowledge andwork history of working with Microsoft Office platforms.
  • Must possess JTAleadership characteristics; including but not limited to, customer focused,innovative, strategic thinker and a team player.
  • Knowledge of projectplanning, development, design, Engineering and construction management methods,practices and principles relating to highway, building, transit, and bridgeconstruction
  • Knowledge of grantfunding and award requirements
  • Possess scope controland change management proven knowledge.
  • Ability to conductfield visits to ensure and document compliance with codes and laws.
  • Ability to review,understand and interpret construction plans and specifications.
  • Ability to work in afast-paced environment with tight deadlines and competing priorities.
  • Ability to communicateeffectively, both orally and in writing, with sensitivity, passion and a focuson unity and equity.
  • Strong organizational,analytic, and strategic-thinking skills with demonstrated ability to create,implement and monitor complex plans and translate those plans into goals andconcrete methods and strategies.
  • A career track recordthat shows stability with an organization and the capacity to develop andnurture relationships that culminates into overall success.
  • Ability to communicateand interact with audiences at various levels.
  • Ability to lead a team,or be a participant, regardless of position within the Authority.
  • Familiarity of basicFederal, State and Local construction codes and laws with knowledge of FDOTrequirements preferred but not required.
  • Advanced proficiency inthe operation of a personal computer with preferred project management softwareexperience.
  • Ability to clearly communicate with contractors andconsultants.

Work Environment/Physical Demands:

  • Sit and or stand forprolonged periods.
  • Perform repetitive motion.

The Jacksonville Transportation Authority is a public transit service provider governed by requirements of the Federal Transit Administration (FTA) and Department of Transportation (DOT).
