Job Description

Scope: 

The Caseworker will serve as the central point of contact, providing care and services to eligible newly arrived refugees, asylees, parolees, Special Immigrant Visa holders, and Victims of Trafficking at the Baltimore Resettlement Center (BRC). The caseworker ensures that all clients receive high quality resettlement services and access to Transitional Refugee Cash Assistance (RTCA) and other transitional adjustment services in accordance with government contracts and IRC policies. The caseworker works directly with clients and local services while maintaining professional standards and adhering to best practices regarding case management and client confidentiality. 

Reports to: Casework Coordinator

Responsibilities:

  • New refugee arrivals: provide all Reception and Placement (R&P) required core services within required timeframes, including but not limited to airport pick-up; home visits and orientation; direct assistance; school enrollments; referrals to health services, employment services, English classes, public benefits, Social Security, and others as needed. 
  • Walk-in cases: provide orientation and counseling on RTCA benefits and information on the Match Grant Temporary Cash Assistance, and other programs eligible clients. Provide appropriate referral to non-RTCA eligible clients to other agencies, including referrals to medical screenings, Department of Social Services, English classes, Social Security, and employment services as needed.
  • With each client’s participation, complete a service plan that addresses service delivery approaches and specific timelines for service completion. Conduct employability assessment and develop appropriate family self-sufficiency plan based on current income, employability level and required earnings. 
  • Liaise with other IRC programs and partner agencies to ensure effective service delivery; ensure proper case closure for secondary migrants and clients who have received services elsewhere prior to contacting IRC.
  • Maintain comprehensive, up-to-date service records as required for each program. 
  • Maintain copies of all appropriate documents, referral letters, forms and other data in client case files. 
  • Comply with agency policies/protocol and case management best practices.
  • Participate in meetings, trainings, and workshops as required by the IRC, and as relevant with other service providers. 
  • May train and lead the activities of volunteers and interns.
  • Other tasks and projects as assigned.

Requirements:

  • Excellent organizational, time management, and problem-solving skills. 
  • At least one year of resettlement case management experience strongly preferred. 
  • Ability to work well with many constituencies including a diverse caseload, relatives of refugees, local service providers, and field professionals.
  • Ability to effectively communicate and work as a team member in a cross-cultural environment. 
  • Excellent communication skills, with fluency in written and spoken English. Bilingual ability in one of the predominant languages of the local client base is strongly desired.
  • Computer skills: MS Word, Excel, Outlook, and web-based databases and applications. 
  • Some early morning and evening hours will be required. 
  • Valid driver’s license, reliable access to a vehicle with current insurance, and the ability to travel regularly throughout Baltimore (escorting clients and other activities related to client resettlement needs).

Working Environment

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
