IDG isimplementing the Advancing Learning Outcomes in Africa (ALOA) activity, whichis managed by the USAID Africa Bureau. International Development Group LLC (IDG)is implementing the Advancing Learning Outcomes in Africa (ALOA) activity, whichis managed by the USAID Africa Bureau. ALOA provides research, analytical, implementation,and capacity building support services to USAID missions in sub- Saharan Africa(SSA) as well as to the Africa Bureau Education and Youth Development teams.This activity was designed to meet bureau and field-based demands forcustomized, timely, and high-quality education and youth development servicesthat allow USAID Missions to respond to a wide array of development and aidchallenges. The ALOA activity directly supports the U.S. Government's continuedcommitment to providing effective and sustainable development assistancealigned with the USAID education and youth development policies.ALOA services fall under threeIntermediate Results (IR) categories:·IR1:EvidenceandMeasurementStrengthened·IR2:LeadershipandCapacityBuilding Strengthened·IR3:SupporttoMissionandAfricaBureauProgramImplementationIncreasedALOA’sgeographiccoverageincludes:·CentralAfrica:DemocraticRepublicoftheCongo,Rwanda·EastAfrica:Djibouti,Ethiopia,Kenya,Somalia,SouthSudan,Tanzania, Uganda·Sahel:Mali,Niger,BurkinaFaso·SouthernAfrica:Madagascar,Malawi,Mozambique,SouthAfrica, Zambia·WestAfrica:Liberia,Ghana,Nigeria, andSenegalBuy-inactivities are envisioned to include a range of research, training, andactivity implementation services such as sector landscape and needs assessments,program evaluations, designing, testing, and implementing new or modifiedintervention models, as well as robust training and institutional capacitydevelopment for implementing partners, government partner staff and officials,local institutions, and USAID Missions.ALOAeducation experts provide technical direction and lead or supports the planning,designing, and execution of an activity, including scope of work development, draftingplanning and technical deliverable documents, project management andmonitoring, data analysis, and reporting. ALOA experts are supported by theALOA core support team including the Chief of Party, the Senior Manager, andthe Technical Specialist.PrincipalDutiesand Responsibilities:·Leador support an activity team and design and lead team training.·Leador support the development and timely submission of technical deliverables suchas scopes of work, activity design reports, monitoring reports, final reports, anddissemination materials.·Leador support the conduct of team meetings and provide team with sound technicaland project guidance. Facilitaite team meetings and provide team with sound technicaland project guidance.·Lead,manage, and/or conduct qualitative, quantitative, and mixed-method studies,quantitative and qualitative data collection, monitoring, and analysis.·Conductor support field checks and data quality assessments and perform data cleaningand analysis efforts.·Lead or support the activity team in producing a draft and final reports based on multiple rounds of feedback from the ALOA COP and theUSAID Africa Bureau.·Lead or support the production of additionaldissemination materials including PPT presentations, and report summaries.
Requirements
·Master’s degree in a relevantfield or sector such as education, sociology, anthropology, psychology,economics, public policy, political science, or international relations. PhD isstrongly preferred but not required.·At least 5-10 years or more ofprofessional experience designing, conducting, managing, monitoring, and/orevaluating large scale education and/or youth development programs in SubSaharan Africa. ·At least 5-10 years or more experience working with USAID Missions in Sub-Saharan Africa onyouth or education development projects.·Demonstratedproficiencyin designinglarge scale research projects in developingcountries including working in crisisand conflict affected countries.·Strongverbal andwrittencommunicationskillswithdemonstrateddiligence.·Strongpeople skills and project managementskills.·Professional fluency in Englishspeaking, reading, and writing. Demonstrated professional fluency in Englishspeaking, reading, and writing.·Professional reading, writing,and speaking fluency in French, Portuguese, Arabic, Swahili, or other locallanguage preferred but not required.·Availabilityto travel and work in SSA for 2 to 6 weeks for an activity.
