CCBHC- Director of Substance Use Treatment

JOB TITLE: CCBHC, Director of Substance Use Treatment

REPORTS TO: CCBHC Program Director

DEPARTMENT: CCBHC

We believe that in-person services are the best way to serve our clients, both directly and through essential operational support. This position requires in-person attendance with a team at 1 Brooklyn clinic location with some travel in support of the CCBHC Project.

Certified Community Behavioral Health Clinic (CCBHC) Core Services includes:

  • Crisis mental health services including 24-hour mobile crisis teams, emergency crisis intervention, and crisis stabilization; Screening, assessment, and diagnosis including risk assessment; Patient-Centered treatment planning or similar processes, including risk assessment and crisis planning; Outpatient mental health and substance use services; Outpatient clinic primary care screening and monitoring of key health indicators and health risk; Targeted case management; Psychiatric rehabilitation services; Peer support, counselor services, and family support services; and, Intensive community-based mental health care for members of the armed forces & veterans.

SUMMARY: This person will be responsible for directing CCBHC services for substance abuse treatment and must work in tandem with the other CCBHC Directors to support the integrated services of behavioral health, substance use treatment, and primary care in a seamless fashion, expanding access to care and improving outcomes through coordinated population health management. Sets the direction and provides management of the CCBHC substance use treatment with the planning and launch of services. Works with a multidisciplinary team including a mental health director, a health team, a case management team and a peer director. Oversee quality of care for CCBHC substance abuse treatment services with administrative supervision to ensure operational efficiencies and fidelity to clinical services. Responds to and responsible for site specific reporting, including, but not limited to, quality reporting and tracking and audits.

JOB DESCRIPTION:

  • Works closely with the CCBHC Program Director to develop, launch and implement the program Substance Abuse Treatment Services.
  • Directs, supervise, and oversee the expanded OUD MAT program launch
  • Provide strategic direction and leadership to the substance abuse treatment services staff, fostering a culture of excellence and collaboration.
  • Develop and implement policies, procedures, and protocols to ensure compliance with CCBHC program requirements and regulations for substance abuse services.
  • Oversee the recruitment, training, and supervision of clinical and administrative staff for the substance abuse treatment staff.
  • Provide clinical supervision and guidance to the MAT team, including a team of peers and a nurse practitioner, to ensure the delivery of high-quality, evidence-based integrated substance use disorder services to clients.
  • Identify and coordinate appropriate training and opportunities for skills development for the substance abuse treatment team, including but not limited to, MI, Harm Reduction, MAT, CRAFT/A-CRA and other evidence-based training.
  • Collaborate with clinical staff to develop and implement treatment plans tailored to individual client needs for a person-centered approach.
  • Support the patient and identified family member(s)/caregiver(s), advocating and providing support in school, ACS, court matters and the likes.
  • Monitor clinical outcomes and program effectiveness, making adjustments as necessary to improve client outcomes.
  • Develop partnerships with community organizations, healthcare providers, and other stakeholders to enhance service delivery and access.
  • Monitor financial performance and identify opportunities for cost savings and revenue generation.
  • Ensure compliance with billing and reimbursement requirements, maximizing revenue potential while maintaining program integrity.
  • Establish and maintain quality assurance processes to monitor and evaluate the effectiveness of services.
  • Ensure compliance with all relevant regulations, accreditation standards, and reporting requirements.
  • Participate in audits and reviews to ensure adherence to program requirements and standards.
  • Implement agency training plan to improve cultural competency and trauma informed
  • care as they align to program requirements for CCBHC substance abuse treatment and Agency specific mission.
  • Ensure CCBHC substance abuse treatment standards for services are being met and monitor progress with agency goals and objectives for performance improvement with quality indicators and fidelity to the model of core services.
  • Assists with new program development and program evaluations.
  • Responsibility to ensure and document partnership/collaboration with community partnerships and collaborations to enhance service delivery and access.
  • Perform other work-related duties as assigned.
  • Available to travel and work evening and weekend hours as required by the grant and agency needs.
  • Work collaboratively with the CCBHC Interdisciplinary Team as well as external agencies and community stakeholders.
  • Attend all required management and staff meeting and complete all CCBHC and organizational trainings.EXPERIENCE:
  • 3-5 years with program management for a substance abuse clinic.
  • 2-5 years with supervision responsibilities.
  • 2-5 years with MAT treatment.
  • 2-5 years with multi-disciplinary teams.
  • Experience with adults and teens, preferred.
  • Experience with, but not limited to, MI, Harm Reduction, MAT, trauma informed care, and other evidence-based training.
  • Excellent written and verbal communication.
  • Proficient with word processing, electronic health records, and electronic communications.
  • Well organized with strong time management skills.
  • Basic knowledge regarding entitlements and other concrete benefits and social services.
  • Enthusiasm and self-motivation regarding identifying client needs and obtaining related resources.
  • Experience in providing crisis management in a substance abuse treatment environment.
  • Experience navigating behavioral health systems and substance treatment systems.
  • Three years of experience in community development, promoting community-level collaborations, addiction treatment and supervisory experience.
  • Able to work independently and as a member of a team.
  • Excellent interpersonal skills, including being able to maintain a professional temperament with both clients and colleagues.
  • Able to meet program standards in documenting in client records.
  • Ability to work with challenging clients.
  • Comfortable with community outreach and home visits.
  • Comfortable and competency working with racially, culturally, religiously and ethnically, linguistically, differently abled diverse communities, including but not limited to BIPOC and LGBTQ communities.
  • Bilingual skill in a language other than English valued.

QUALIFICATIONS:

  • CASAC-Advance, CASAC-Master Level, LCSW, MFT, LMHC or Licensed Psychologist
  • 5-8 years of clinical leadership experience

SALARY RANGE: $135 to $145 K (Based on experience and licensure/certification.)
