Overview Program Manager Location: Annapolis Junction, MD (Hybrid Schedule) Clearance: Public Trust Integral Federal is looking to hire a Program Manager to support the Transportation Security Administration (TSA) Performance Engineering Analytics (PEA) program. The PEA program will support TSA as they continue to look for ways to enhance its layered approach to security through new state-of-the-art technologies, expanded use of existing and proven technologies, improved passenger identification techniques, and other developments that will continue to strengthen anti-terrorism capabilities. Responsibilities · Design and develop research projects that apply valid scientific techniques while adhering to Agile methodologies where delivery is measured through the completion of Epics, Features, and Stories to answer specific questions or problems. · Create Epic roadmaps and PI plans that, at a minimum, includes potential Feature scope for each upcoming PI, iteration/sprint plans for each sprint within the PI, resource needs, success factors, milestones, deliverables, and estimated completion date. · Maintain a product backlog using Rational Team Concert (RTC) that tracks the research projects following an iterative cadence where Features are planned and completed within Program Increments (PI) and teams perform work developing user stories following timeboxed iteration/sprint schedules. · Participate in Epic and Feature development with product owners and product managers to define expected project scope, acceptance criteria, risks, dependencies, adhering to the "definition of done" for all research projects following Agile methodologies. · Participate in Feature decomposition sessions where research project features are developed into User Stories that are delivered in Agile iteration/sprints. · Participate in Program Increment and Sprint Planning sessions where Features and stories are assigned to the upcoming sprints and program increments. Provide feedback on confidence to achieve and alternative approaches to sequence and/or achieve the work. · Participate in Agile ceremonies to include Feature hand-down, Feature decomposition, iteration/sprint planning, and iteration/sprint retrospectives providing input and implementing improvements identified as part of the retrospective. · Compile project results into presentation(s) or user demo(s) suitable for technical and nontechnical audiences and align to items identified in the product backlog. · Maintain and report on research projects in RTC where Epic, Features, and Stories are kept up to date with status of the work, clarifying comments so that regular status reports can be generated. · Complete projects by closing out Epics, Features, and User Stories using RTC, gathering/packaging artifacts, reporting final status update, and identifying any potential follow-on projects (if any). Qualifications Required: * Minimum of 10 years of experience in Project Management.
* Experienced in Data Science.
* Experience with Agile IT project management and developing research projects that can be delivered incrementally.
* Experience with planning, managing, and reporting on Epics, Features, and User Stories using RTC, or a similar certifying authority. * Certified Product Manager, Product Owner, or Scrum Master through organizations such as Scaled Agile Framework (SAFe), PMI-Agile, ICAgile, or a similar certifying authority.
