Position Summary:
The Dwight Way Shelter Program Manageroversees all client services and operations for the Dwight Way Women’s Shelter, 5 PSH residents and operations-only for the Dwight Way Veterans GPD Transitional Housing Program.
The Women’s Shelter Program is a 24-7 shelter that serves 32 homeless women providing meals, laundry, secure storage of property and on-site staffing and services. The Shelter Program Manager will be responsible for staffing, client activities and services, and ensuring a safe welcoming shelter environment. The Shelter Program Manager will supervise the Lead Resident Advocate, the Resident Advocate team and the Shelter Case Manager. Shelter case management services will focus on housing readiness and navigation, increasing income and benefits, and linkages for needed healthcare.
There are 7 PSH units located at the Dwight Way facility. The Program Manager will manage the operation of those units to include new resident screenings and lease signing, the move-in and exit process, rent collection, timely repairs and inclusion in relevant client activities at the building.
The Veteran’s GPD Transitional Housing Program provides housing for 6 homeless Veterans for up to 24 months. The Shelter Program Manager will oversee all aspects of the operations of this program. Support Services will be provided by a GPD Case Manager who will be supervised by the SSVF Senior Program Manager.
Essential Duties and Responsibilities:
  • Collaborate with HR and management to hire, onboard, train, supervise, evaluate, and terminate as necessary all shelter program staff.
  • In collaboration with the HR department, ensure that all shelter staff are meeting their professional development and annual staff training requirements.
  • Manage the shelter staff schedule to ensure sufficient staff on all shifts to support operations of both the Shelter & Veterans GPD programs.
  • Provide on-call phone coverage and support to staff, when off-site.
  • In collaboration with the Lead Resident Advocate, adhere to a flexible schedule to provide a management presence when there are Resident Advocate staffing shortages.
  • Assign staff duties and set work plan priorities and goals.
  • Ensure all Shelter program KPIs are reviewed every quarter and met annually.
  • Work within the Alameda County Coordinated Entry System to open available shelter beds, accept new shelter clients and ensure the new client intake process is welcoming and complete.
  • Work with the Alameda County Fast App to alert the county of available beds.
  • Ensure that shelter occupancy requirements are met.
  • Manage all client and program files and ensure that all statistical information is maintained in compliance with the agency and contract standards and confidentiality laws.
  • Develop client services and programming as required by our City, County and Federal contracts.
  • Meet with clients to resolve grievances and provide effective mediation and de-escalation techniques, when needed.
  • Work with the Insight Housing GPD Case Manager and SSVF Senior Program Manager to communicate issues and concerns related to GPD residents.
  • Create and develop program activities, workshops and trainings.
  • Responsible for the timely and accurate completion of all city, county, federal and foundation reports in collaboration with the Residential Senior PM.
  • Ensure that contract and agency goals and outcomes are met including City of Berkeley and the County of Alameda.
  • Manage all HMIS client information ensuring the data quality standards are being met.
Leadership responsibilities:
  • Work closely with the Residential SPM and other agency managers to define and implement agency policies and assure consistent delivery of client services.
  • Convene and lead monthly Dwight Way Shelter Staff meetings.
  • Facilitate a weekly Case Conference meeting with the Shelter Case Manager to ensure quality service delivery.
  • Attend the monthly North County Regional Coordination Meeting and other external meetings.
  • Attend all Program Manager Team meetings and Insight Housing All Staff meetings.
  • Monitor and approve time sheets and all requests for time off.
  • In collaboration with management, manage and report all critical incidents as per Insight Housing policy.
  • Work with Facilities Coordinator to ensure proper facility maintenance and that all necessary supplies are stocked.
  • Maintain knowledge and understanding shelter contract requirements and goals.
  • Adhere to the Alameda County Shelter Standards.
  • Ensure that all staff work is within the framework of the agency’s Code of Conduct
Qualifications, Skills and Abilities:
  • Bachelor’s degree in Social Services or related field, or equivalent combination of education, training, and experience.
  • Must have residential management experience in a 24/7 facility.
  • Minimum two years of experience in program management and staff supervision
  • Experience with case management/counseling with homeless, dually diagnosed, and substance using populations.
  • Must be familiar with government contracts in order to keep program activities and program files in compliance with Alameda County and City of Berkeley regulations and scope of service.
  • Commitment to and experience with issues related to homeless people.
  • Capacity to work well in a pressured, fast-paced environment and, in consultation with a supervisor.
  • Set priorities in the presence of conflicting needs.
  • Excellent written and oral communication skills.
  • Capacity to work independently and as part of a team.
  • Proficiency in Microsoft Office, email, internet, and calendaring applications. Experience with HMIS strongly preferred.
  • Excellent interpersonal and crisis intervention skills with a can do and flexible attitude. Ability to work well under high pressure.
  • Ability to work with minimal supervision, multitask, maintain confidentiality, and meet deadlines.
  • Ability to maintain professional conduct, attitude, and appearance at all times.
