Description

The Compliance Coordinator partners with multiple levels of management and across multiple refinery departments to improve safety, health and environmental compliance and reduce risk across the site. The Compliance Coordinator proactively drives the Goal Zero initiative within IMPACT presenting data for the Business Lines and evaluating process safety data such as near loss and incident data and PSM metrics to identify trends and assist in improvement.

Responsibilities:

· Administers and stewards Incident Investigation element of Process Safety Management (PSM) and supports other elements as needed. Supports State and Federal safety programs and requirements (e.g., EPA Risk Management Program, OSHA Process Safety Management, etc.)

· Coordinates and actively participates in area HSE audits (including PSM, HSE, API 751, Personnel Safety, and insurance audits)

· Stewards progress of ODMS transition and provides administrative support to the ODMS Administrators and the PSM Supervisor, including management and transition to ODMS SharePoint

· Maintains and updates the ODMS metrics and improvement plans and works with site Administrators to ensure completion monthly

· Supports the site’s Risk Assessments and Process Hazard Analyses (PHAs), develops the PHA Final Reports, and enters the reports into Impact following review

· Represents the site as the Impact Subject Matter Expert for monthly Impact calls within the circuit

· Provides the RLT QC and V&V activities for LPS stewardship

· Runs and distributes weekly IMPACT bundle reports

· Develop tracking tools to monitor overall site performance related to incidents, investigations, and action items, including corporate and site established KPIs

· Analyzes site PSM data trends identifying commonalities/opportunities for improvement; coordinate with PSM group to develop improvement plans when necessary

· Aligns with respective teams on appropriate incident follow assignments for every incident

· Initiates incident investigations; stewards investigations and action items to closure

· Reviews captured recommendations in PIRs and RCFAs to ensure items are completed or assigned as applicable

· Supports business teams in the stewardship of PSM data to progress action items to completion and Verifies & Validates (V&V) that closure in the field met the intent of the initial finding and reduces risk

· Manages all non-MOC IMPACT due dates and ensures compliance with the appropriate extension processes and required documentation

· Stewards completion of all Process Hazard Analyses (PHA) and action item resolution

· Ensures all appropriate documentation is attached for audits and investigations, and drives team alignment on action item assignments and target timing

· Stewards and oversees site progress for all corporate action items and initiatives (including ODMS transition, SOL program establishment, switch loading policy implementation, etc.)

· Completion of Process safety consequence designation for all applicable incidents

· Monitors status of all active informal and formal investigations, and coordinates investigation report-outs and follow up communications

· Participates in investigations as assigned; become a trained TOP lead investigator

· Performs within the Secretary/Delegate role of the Safe Operating Committee as needed, coordinating SOC meeting and follow up communications

· Completes LOPA training and assists with completion of PHA and SOC Review MOC action items

· Supports Facility Siting and coordinates approval for temporary and permanent buildings.

· Compiles and submits AFPM Process Safety Data Collection annually

Qualifications


· Bachelor’s degree required

· Degree in Science, Occupational Safety or Environmental or related field preferred (Engineering background a plus)

· 5 years of experience within the oil and gas industry preferred

· Proficiency in Microsoft Office program (including Windows, Outlook, Word, Excel, SharePoint and InfoPath) required

· Proficiency with Impact preferred
