Information Technology Services Office is Hiring a Project Manager 2, Ref #6064.6068.6069(NY HELPS) Near Albany, NY

Minimum Qualifications

Open to NYS employees with one year of permanent competitive service as Project Manager 2, SG23, (previously known as Project Manager 1, SG23) OR in a position at the SG21 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
NYHELPs Minimum Qualifications:
A bachelor's degree and three years of professional
experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in an Project Manager 1 .

Duties Description
Under the direction of an Information Technology Specialist 4, SG-25, within the IT Assets and Telecom Management section of the Chief Technology Office, Service Delivery Bureau, the Information Project Manager 2, specific duties include, but are not limited to:
  • Data Collection and Analysis: Collaborate with the Technology Delivery Managers (TDMs) to gather relevant data and information from various sources to support executive reporting requirements.
  • Report Preparation: Assist the TDMs in preparing executive reports by organizing and formatting data into clear and concise reports, dashboards, or presentations. Ensure the accuracy and integrity of the data presented.
  • Report Customization: Collaborate with the TDMs and other stakeholders to tailor executive reports to meet specific requirements. Customize the format, content, and visualizations to effectively communicate project progress, risks, and strategic insights to executives.
  • Data Visualization: Utilize data visualization techniques to present complex information in a visually appealing and easily understandable manner. Work with the TDMs to create charts, graphs, and infographics that highlight key trends, patterns, and insights for executive consumption.
  • Quality Assurance: Assist the TDMs in conducting thorough reviews of executive reports to ensure accuracy, consistency, and alignment with reporting standards. Verify that the information presented is reliable, up to date, and relevant to the intended audience.
  • Report Distribution and Presentation: Collaborate with the TDMs to distribute executive reports to relevant stakeholders in a timely manner. Provide support in coordinating executive meetings or presentations, including creating materials and visual aids.
  • Data Governance: Contribute to maintaining data integrity, consistency, and security by following established data governance protocols. Ensure compliance with data protection and privacy regulations under the guidance of the EDMs.
  • Process Improvement: Continuously seek opportunities to enhance the executive reporting process in collaboration with the TDMs. Identify areas for automation, standardization, or streamlining to improve efficiency and effectiveness.
  • Stakeholder Engagement: Collaborate with project managers, team members, and executives to understand their reporting needs and provide relevant insights. Communicate effectively with stakeholders to address queries and ensure understanding of the reported information.
  • Stay Informed: Keep up to date with industry trends and best practices in executive reporting. Continuously expand knowledge and skills in data analysis, reporting tools, and visualization techniques under the guidance and mentorship of the EDMs.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
