Information and Infrastructure Technologies, Inc. (IIT)/ROGERCO, Inc. (roger) is looking for a seasoned Program/Management Analyst (Human Resources) to join our team supporting the Army Futures Command (AFC). This individual will be responsible for providing Civilian Human Resources (HR) programs and policies support. They will play a supporting role in the areas of talent acquisitions, pay banding compensation programs, pay pools, and overall Science, Technology, Reinvention Laboratory (STRL).
What You’ll Do:
– Support AFC STRL Program Manager in all areas related to STRL development, implementation, and management
– Support AFC Talent Acquisition Team in operational requirements related to hiring, onboarding, and retaining employees
– Research and analyze new and existing legislation, Army Science and Technology Priorities, policy documents, and other applicable rules and regulations, to advise HCD during the development of talent management concepts, policies, and programs
– Collaborate with subject matter experts to assist AFC in the development of coherent, effective strategies for managing STEM personnel that will make AFC a world-class STEM employer
– Work with key stakeholders to create and implement data-driven approaches to talent management
– Identify, collect, gather, and/or develop data sets that support research and promote understanding of the STRL programs and policies
– Tailor, scale, and document information and data that support assessments at all levels, ranging from small teams to all of AFC
– Conduct literature searches and original data research on issues directly impacting the DoD science and technology community, and draft, plan, review, and coordinate written products, special events, and visits regarding Congressional requests, testimony, and debates related to AFC STEM issues
– Draft emails, travel orders, training documents, guides, and information papers
– Respond to inquiries on STRL and Talent Acquisition Programs
– Develop and present training to AFC STRL workforce on STRL programs and procedures
– Other duties and projects may be assigned consistent with the TO and PWS
– This position may require the employee to occasionally travel away from the normal duty station.
Location: Round Rock, TX (This is an in-person position)
Education: Minimum bachelor’s degree with concentration in related detail-oriented disciplines such as, but not limited to: Human Resources, Business Administration, Public Administration, Communications, Research, Analytics, etc. (Experience not a substitution for Education.)
Required Experience: 5 or more years of Government Civilian HR experience including talent management and policy development performing same/similar tasks to demonstrate qualifications in meeting the above task areas. (Education not a substitution for Experience.) Must have experience composing military travel orders. Must have expert oral and written communication skills to provide effective communication with high-ranking military and civilian personnel. Must have a Strategic Mindset with ability to write policy and execute with little no supervision.
Preferred Experience: Experience designing, developing, and supporting organization-wide talent management programs that cover performance management, talent development, coaching, succession planning, data analytics and relationship management and knowledge and understanding of Science Technology Reinvention Laboratory (STRL).

Active DoD Clearance required
Must possess sufficient knowledge of Government Human Resources program, talent acquisitions, pay banding compensation programs to include pay banding, pay setting and pay pool operations, and overall Science, Technology, Reinvention Laboratory (STRL) programs, as well as knowledge of Joint Travel Regulation
Must be skilled in strategic engagement to work on a cross functional teams supporting AFC HQ Human Capital
Must have expert oral and written communication skills to provide effective communication with high-ranking military and civilian personnel
Must have a strategic mindset with ability to write policy and execute with little no supervision
