Duties and Responsibilities
- Run requirements sessions with multiple stakeholders and drive consensus.
- Run visioning workshops to develop a To Be functional overview of the solution.
- Document functional and technical requirements for a business system that will support licensing processes.
- Review and document business process workflows and re-engineer processes.
- Conduct Gap Analysis between As-Is and To-Be processes and solutions.
- Prepare detailed requirements specifications.
- Facilitate the Deliverables Review and Acceptance process.
- Analyze legislation, policy, technical specifications and other business documentation (i.e., RFPs, RFP Responses, Statements of Work, etc.).
- Ability to establish and maintain effective working relationships.
- Ability to communicate effectively
- Working knowledge of project management methods and techniques.
- Knowledge of systems analysis principles, practices, and techniques.
- Ability to analyze and interpret written and numerical information.
- Excellent time management and organizational skills.
- Strong problem-solving skills.
- Strong analytical skills.
- Experience working with Commonwealth agencies (preferred)
- Prior experience with large enterprise system implementations.
- Ability to gather, correlate, and analyze facts for devising solutions to problems and making recommendations for improvement.
- Ability to develop written reports, charts, graphs, presentations, and other correspondence.
- Advanced skills using MS-Office suite (Excel, Word, Project, Visio, PowerPoint)
- Working knowledge of SharePoint.
- Experience with documents management or digital records projects a plus.
- CBAP certification (preferred)
- Experience as a Business Analyst
- Proven experience with business and technical requirements analysis, elicitation, modeling, verification, and methodology development
- Ability to create systematic and consistent requirements specifications in both technical and user-friendly language
- Experience overseeing the design, development, and implementation of software and hardware solutions, systems, or products
- Exceptional analytical and statistical skills with the ability to apply them to systems issues and products as required
- Understanding of application development and software development life cycle concepts
