Position Overview

The Enterprise Project Manager will be responsible for leading IT modernization efforts for the Illinois Department of Commerce and Economic Opportunity (DCEO). The Enterprise Project Manager will plan, establish, and manage information technology projects in partnership with the Department of Innovation and Technology (DoIT) team and Agency leadership. The Enterprise Project Manager will serve as a liaison between the business, DoIT, and the Agency Procurement Office to oversee procurement and implementation of technology needed to support business strategy. The ideal candidate will have the ability to lead multiple technology projects simultaneously and experience leading information technology projects centering around software implementations, integrations, and/or server migrations. Job Responsibilities

1. Serves as a Business Analyst and Project Manager.
2. Project Manages life cycle of Agency applications and servers.
3. Partners with the Agency Procurement Office to determine the most appropriate method for procuring Agency technology.
4. Develops Agency Information Technology Policies and Procedures.
5. Keeps abreast of new developments in the Information Technology (IT) field.
6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in managing information technology projects.

Preferred Qualifications

1. Prefers five (5) years’ experience managing Information Technology (IT) projects.
2. Prefers two (2) years’ experience performing business analysis.
3. Prefers two (2) years’ experience working with government procurement codes and procedures.
4. Prefers two (2) years' experience developing and implementing policies, processes and procedures.
5. Prefers two (2) years’ experience serving as the direct supervisor for a team of subordinates.

Conditions of Employment

1. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
2. Requires appropriate, valid driver’s license.
3. Requires completion of a background check and self-disclosure of criminal history form.
4. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
5. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
