About the position:

The Illinois Board of Higher Education (IBHE) is seeking an Accountant I in the Fiscal Operations Unit, which reports to the Chief Financial Officer.

This is a covered position under the State Universities Civil Service System.

The Accountant I will serve as the Agency Fiscal lead on all Accounts Payable and Receivable functions including but not limited to receiving, verifying, and processing vouchers, vendor invoices, purchase requests, managing the Agency cash application procedures, performing the maintenance, reporting, and management of a variety of Fiscal systems, and inputting and processing Agency travel reimbursement.

The ideal candidate will have strong analytical, critical thinking, and problem-solving skills, strong focus on customer service and collaboration, strong verbal and written communication skills, and the ability to be a self-starter.

52% Accounts Payable

  • Serves as the subject matter expert in Accounts Payable for the various Agency systems (SAP) and (SAMS)
  • Receives, verifies, process and files a variety of financial documents including vouchers, vendor invoices, purchase request and receiving reports
  • Communicates with vendors regarding payments and reconciliation of accounts
  • Provides technical insights and recommendations for the development, improvement and recording of accounting procedures and methodologies
  • Responsible for the management and filing of the Agency’s records
  • Assists with compliance and audit requests
  • Inputs travel vouchers; ensures compliance with agency policy and procedures, as well as the Travel Control Board guidelines

43% Accounts Receivable

  • Under direction of supervisor, independently maintains and examines a variety of complex accounts in Microsoft Excel and System Application Products (SAP) to ensure completeness and accuracy of IBHE funds
  • Creates accounts receivable documents, posts cash receipts to SAP and creates RDT from State Treasurer's website
  • Reports cash receipts to both State Treasurer and State Comptroller's Office as required
  • Assists staff with complex cash application procedures including posting to registers, preparation and reconciliation of input, and research and correction of any accounting invoice identifiers
  • Assists with coordinating the copying of receipts documents including billing remittance, checks, forms

Education/Experience

Any one or any combination of the following, totaling three (3) years (36 months) from the categories below:

  • Work experience and/or training in Accounting or a closely related field
  • College course work and/or training in Accounting or a closely related field (including 12 semester hours in accounting)
    • 30 semester hours equals one (1) year (12 months)
    • Associate’s Degree (60 semester hours) equals eighteen months (18 months)
    • 90 semester hours equals two (2) years (24 months)
    • Bachelor’s Degree (120 semester hours) equals three (3) years (36 months)
