IIE Organization is Hiring a Remote Manager, Department of Defense Grants (Hybrid)

Job Description:

The Manager, DoD Grants oversees the administration of five Department of Defense (DoD) programs at IIE. This encompasses the life cycle of high-impact grant programs from solicitation to closeout and includes monitoring financial spending and compliance of sub-award recipients under two cooperative agreements to a total value of 50M per year. Communicates on a regular basis with sub-award recipients on award process, requirements, and financial compliance. Advises and trains other team members and works closely with internal stakeholders (BPA, G&C, Internal audit) to achieve and maintain departmental goals and processes. Communicates regularly with the DoD sponsor, collaborating on budget planning and forecasts, data requests, analysis, budget reviews and approvals, tracking of funds, and repayments. Provides high-level technical information and financial analysis to internal and external stakeholders on a regular basis for the DoD team as a whole, managing the flow of core grant-related functions.

The Institute of International Education (“IIE”) has a hybrid work environment that allows team members a combination of in-office work and telework at any of the locations listed above.

Essential Functions:
  • Monitors overall program budgets, commitments, and expenditures across DoD-funded programs for internal tracking and for sponsor requests on a regular basis. Provides technical information and financial analysis to BPA for financial deliverables, including quarterly disbursement plans, program spending projections, audits, and accrual reports as required.
  • Manages grant agreement and contractual pre-award process. Performs budget reviews across programs and follows up with applicants/recipients to resolve budgetary or technical concerns as necessary. Drafts award and contractual agreements; negotiates award budgets and term and conditions as necessary.
  • Monitors contractual and financial compliance of sub-award recipients. Monitors receipt of sub-award recipient invoices and oversees the payment process. Follows up with sub-award recipients to resolve financial queries. Monitors the closeout of award agreements and ensures financial tracking lines up in preparation for closeout of Cooperative Agreements.
  • Serves as the grant agreement and financial contact for sponsor and sub-award recipients, and the primary contact for internal stakeholders (i.e. G&C, BPA, Internal Audit).
  • Liaisons with the Grants and Contracts team regarding complex compliance questions and risk assessments of sub-award recipients. Manages compliance issues and leads grants work flow for DoD team.
  • Oversees program monitoring information of sub-award recipients in Client Relationship Management (CRM), following established processes and documentation procedures.
  • Manages two DoD coordinators, and trains and coordinates grants and financial work for six DoD Program Officers.
Education and Work Experience:
  • Requires a Bachelor's degree and at least eight years of related work experience, or combination education and experience.
Knowledge Skills and Abilities:
  • Working knowledge of OMB Uniform Guidance.
  • Required experience in high-dollar-value grants management with USG, private, and/or foreign government, specifically experience with institutional grants and cooperative agreements.
  • Demonstrated project management, time management, and administrative skills.
  • Excellent interpersonal and communication skills, both oral and written.
  • Ability to develop team policies and procedures and train team members in their use.
  • Ability to interact and collaborate with all levels of team members and clients.
  • Ability to exercise discretion on confidential matters.
  • Knowledge of finance and accounting policies, procedures and administrative practices.
