Responsibilities

West Regional Director displays expert level skills in the areas of setting priorities, matrixed team leadership, program management best practices, building and inspiring teams, and communicating with executive presence. Maintaining a high level of trust and integrity and managing others through earned influence and high-functioning working relationships are key to success in this role.

As West Regional Director, you oversee and are accountable for the successful operations of your region. As the owner of your P&L, your success is measured by your ability to cultivate and maintain successful relationships with your customer executives (DMV executives, state agency leaders, etc.) to achieve a positive net promoter score; to lead profitable program/project deliveries and manage ongoing sustaining operations; and to partner with sales to identify and capture new business.

You will accomplish your objectives through direct leadership of a program management team with matrix support from the overall organization. You will define your region’s KPIs and critical success factors necessary to achieve your annual P&L objectives. You will lead your team in successfully executing account and program management plans to meet or exceed individual P&L objectives. Together with your team, and in partnership with Sales and Operations, you will ensure your customer’s satisfaction deliver a positive Net Promoter Score annually through successful program deliveries and meeting or exceeding established Service Level Agreements as outlined in the Annual Operating Plan. You provide overall program management including the program plan, managing critical success factors, identifying and working to achieve milestones, definition and measurement of KPIs (key performance indicators), overall and line-item budgetary management, matrixed team management, and overall accountability – reporting down, laterally, and upwards to executive management.

As a partner to executive leadership, you are responsible for translating the company’s strategic direction and initiatives into your region to help the company achieve its overall performance and growth targets. As a partner with Sales Customer Executives, you will collaborate to develop and execute successful business development and capture strategies. Finally, you will help ensure organizational alignment across NORAM by collaborating with other Regional General Managers and the business unit leadership team to leverage lessons learned and shared continual growth.

Responsibilities include but are not limited to:

Strategy and Planning

  • Create and execute an overall regional strategy
  • Build alignment between IDEMIA’s products and services and each state agency's strategy
  • Incorporate “Voice of the Customer” (VOC) into state and regional strategies
  • Communicate VOC to management and product teams for consideration in the portfolio

Customer

  • Build a trusted partner relationship with each customer including their leadership and key contacts, building strong, supportive working relationships that promote new business growth
  • Own the account customer satisfaction in total
  • Work with business development and customer executive leadership to effectively plan and coordinate bid and proposal activities
  • Win all recompetes in your region
  • Onboard customers into new offerings
  • Own the bid and quote process when $500,00000 or less when outside of the VCP or when it is new business
  • Effectively manage customer expectations
  • Lead your team in ‘crisis situations’ when needed for state issues

Financial

  • Own the regional P&L through each assigned program’s PM
  • Own each program’s P&L
  • Provide accurate monthly and quarterly forecast updates of performance against budgets and execute aggregate plans that deliver the target revenue and bookings each quarter
  • Report out on regional and customer performance across KPIs
  • Develop and communicate near term and long term business forecasts
  • Develop and communicate long-term financial plans
  • Ensure that new delivery programs are baselined in accordance with cost, schedule, and performance requirements, developing effective metrics that help drive proactive behaviors

Management

  • Work seamlessly with other leaders and delivery teams to deliver our products and services on time and within budget
  • Ensure that business area processes are run efficiently and smoothly
  • Establish meaningful key performance indicators (KPIs) including the objectives and measurements for each customer and your region
  • Use these KPIs to include leading indicators for cost, schedule, and quality performance, to drive program management result
  • Lead proactive risk management – the anticipation, definition, measurement, mitigation, and retirement of risks across all business segments including new business, product development, product delivery, services, and the organization and human capital
  • Ensure adoption of Value Creation Plan (VCP) growth initiatives (new product offerings tied to the growth plan)
  • Work closely with Product Management ensuring the development of clear and unambiguous product and project requirements
  • Drive effective change management, creating opportunities to add value to programs and promoting organic growth across our backlog
  • Ensure scope creep does not create situations where the customer expectations adversely affect our margins and our customer satisfaction

Qualifications

  • 10 years professional experience including five years in project/program management in a customer facing role
  • Extensive project management experience in leading cross-functional teams on multiple, complex software development, and system integration projects
  • PMP or equivalent certification preferred
  • Strong leadership and organizational skills with the ability to manage a geographically distributed or matrix team
  • Ability to manage multiple projects and priorities concurrently
  • Prior experience working with state or federal government agencies
  • Excellent internal and external written and verbal communication skills
  • Strong proficiency in MS Office applications including MS Project, Excel, Word, PowerPoint and Visio
  • Demonstrated successful track record delivering complex information technology based systems in emerging markets
  • Ability to collaborate with and manage vendors as outlined in statement of work
  • A combination of skills and experience that demonstrates your ability to meet the rigors and requirements of the position
