Our mission is to serve the citizens of Ada County and perform all duties impartially and efficiently. The Treasurer is responsible for the safekeeping and investment of public funds. The Treasurer serves as ex officio tax collector, responsible for the collection of property taxes levied by the taxing districts, including cities and schools. The Treasurer also serves as ex officio public administrator, responsible for administering the estates of decedents without a person to administer the estate. Designs, implements, and coordinates the daily functions and processes used by the Ada County Treasurer’s Office; provides administrative assistance to promote smooth operation and positive image of the office. The incumbent helps set priorities for all administrative projects and ensures their completion in a thorough and timely manner.
 
DISTINGUISHING FEATURES OF THE CLASS:
This is a professional design, coordination, and troubleshooting position, which is fundamental to the efficient and professional operation of the Treasurer's Office. The incumbent insures that standardized administrative policies, procedures, and practices are established, understood, implemented by employees, and monitored for effectiveness. The incumbent coordinates public contact efforts, anticipates questions, and resolves taxpayers’ concerns to make county government more accessible.

  • Processes payments through the creation of purchase requisitions, processing vouchers, and managing county service requests;
  • Makes travel arrangements and processes registrations and travel related paperwork;
  • Coordinates contract renewals and retains original copies of County agreements, contracts, resolutions, ordinances, and Commissioners’ minutes; 
  • Provides internal and external communication and marketing support for the Treasurer’s office including: Composing and/or distributing social media posts, mass e-mails, public education messages, public service announcements, newsletter articles, reports, special notices, and correspondence; Maintaining intranet and internet websites; Creates presentations for use by the office’s management team; 
  • Resolves inquiries from individuals in person, by telephone, and via correspondence;
  • Organizes and coordinates office functions including: meetings, employee recognition events, and retirements;
  • Provides file maintenance and SOP documentation support to the office including: Maintaining files and logs for policies, procedures, and legal opinions; Documenting and organizing information regarding additions, deletions or modifications to county practices and policies;
  • Maintains office inventory of keys, supplies, and fixed assets for the department; 
  • Assists with the development, implementation, and administration of policies and procedures within the office;
  • Develops guidelines for evaluating and responding to administrative problems and challenges;
  • Prepares and makes distribution of special publications, performance reports, planning and budget documents, forms, and questionnaires; 
  • Plans and coordinates training and development opportunities for employees;
  • Makes available to the public various databases, maps, and information from and about the Treasurer’s Office;
  • During property tax collection season, serves as on-site, front-facing contact to the public, performing duties of tax data clerk, assisting county taxpayers, and replying to taxpayer correspondence.

ADDITIONAL FUNCTIONS: 
  • Accepts deliveries from vendors;
  • Assists with public information requests;
  • Assists Treasurer and Chief Deputy with special projects as requested;
  • Assists Estate Administration Specialists with field visits and support as needed;
  • Assists the Treasurer in development of legislation beneficial to Ada County property taxpayers; 
  • Develops and maintains communication and relationships with county departments and other agencies; and,
  • Performs related duties as required.
  • High school diploma or equivalent required;
  • Two years of previous clerical experience required;
  • Previous project management and/or lead experience preferred;
  • Knowledge of administrative procedure writing; 
  • Knowledge of constituent communication techniques;
  • Knowledge of administrative computer technology, desktop publishing and electronic communication technology;
  • Knowledge of computer programming and database development;
  • Knowledge of e-mail and paperless office technology;
  • Knowledge of media practices and policies; 
  • Knowledge of alternative dispute resolution;
  • Knowledge of telecommunications technology;
  • Knowledge of state and local governmental operations; 
  • Knowledge of total quality management techniques;
  • Knowledge of business English grammar, spelling, punctuation, and arithmetic;
  • Knowledge of basic accounting and purchasing processes and systems;
  • Skill in the design and implementation of automated document routing, approval, storage and filing systems;
  • Skill in the composition, editing, publishing and dissemination of procedure, training and volunteer manuals;
  • Ability to clearly and concisely articulate to employees, volunteers and the public statutory law obligations, policies, practices and procedures concerning county issues; 
  • Ability to conceptualize and implement employee training and public information projects;
  • Ability to research projects and programs potentially beneficial to the Ada County Treasurer’s Office; and
  • Ability to monitor program effectiveness and recommend improvements.
 
OTHER REQUIREMENTS:
  • The incumbent is required to learn the entire county tax collection process in order to assist taxpayers as needed. This includes duties such as answering the telephone and opening, sorting the mail and providing backup coverage. These duties are essential functions of this position year-round; 
  • The incumbent may be subject to a criminal records check.
  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
  • May be required to lift up to 20 lbs.;
  • Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
