  • General Position Summary

As a Controller, you are responsible for conducting complex financial analysis and providing advice and guidance to management regarding finance and accounting policies and procedures. You must have solid communication, technological, analytical, and management skills. You must possess knowledge of all aspects of general accepted accounting principles (GAAP). As a Controller, you are responsible for supervising a department of accountants and financial specialists and work under the direction of the Director of Finance and Operations.

Hiring Bonus: This position is eligible for a one-time hiring bonus in the amount of $5,000, subject to applicable taxes and withholding. The bonus is included on the employee’s first regular paycheck (typically paid on the beginning of the month) and is subject to the employee’s agreement to stay for a one-year period. If the employee resigns prior to working for one year, the bonus must be repaid. Additional information regarding the hiring bonus is available.

Special Note:This is a full-time position that currently offers a flexible hybrid work schedule requiring a minimum of two days in the Idaho Supreme Court Building. The schedule is subject to change depending on the needs of the division or direction from the Idaho Supreme Court.

Major Duties and Responsibilities: (The examples provided do not cover all of the duties which the incumbent of this position may be required to perform.)

· Plans, coordinates, and oversees all accounting operational functions;

· Oversees financial close processes and account reconciliations;

· Researches and resolves complex and technical accounting issues;

· Prepares month end closing documents and annual closing package reports;

· Oversees the state ERP system for the Idaho Judicial Branch, including account structure and setup, accounting adjustments, and system processes;

· Assesses current accounting operations, offering recommendations for improvement and implementing new processes;

· Understands and identifies accounting system software needs and provides recommendations to address business processes and develop efficiencies;

· Provides technical advice related to accounting standards and pronouncements, including Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Financial Accounting Standards Board (FASB);

· Guides financial decisions through complex analysis and the development of financial reports;

· Presents financial information in a manner that is easily understood;

· Explains policies, regulations, or governmental rule interpretations to others;

· Supports internal policy and contract management systems;

· Provides annual audit support and acts as liaison to independent auditors, prepares financial statements, and reviews workpaper support and reconciliations;

· Develops, implements, and monitors fiscal policies, procedures, and related systems;

· Ensures financial systems and documents are in compliance with laws, policies, standards, and regulations;

· Research technical accounting issues ensuring compliancy and providing recommendations;

· Establishes, documents, and monitors internal controls procedures;

· Manages financial and compliance requirements associated with federal and state grants;

· Provides oversight and ensures compliance with Guardianship and Conservatorship and Guardian ad Litem (CASA) programs;

· Assists with oversight of pension plans fund analysis and actuarial reports; and

· Mentors, coaches, evaluates, and assists with training and development of staff.

Minimum Qualifications:

The Idaho Courts reserve the right to consider an equivalent combination of education, training, and/or experience necessary to successfully perform the major responsibilities of the position.

Education and Experience:

· Bachelor’s degree in Accounting, Finance or a related field;

· Certified Public Accountant required;

· Seven years of professional accounting experience; three years of supervisory experience;

· Governmental accounting experience preferred.

Knowledge, Skills, and Abilities:

· Thorough knowledge of accounting principles and standards (GAAP, GASB, FASB)

· Knowledge of pertinent federal state and local laws, codes, and regulations;

· Knowledge of financial research and reporting methods, techniques, and procedures;

· Knowledge of internal controls and the COSO framework;

· Skill in accounting ERP systems;

· Skill in performing complex account reconciliations;

· Skill in researching, analyzing, and evaluating complex financial data;

· Skill in ensuring the work of staff is completed accurately;

· Aptitude for numbers and quantitative skills;

· Aptitude to look for opportunities to improve reporting and add value to the organization;

· Ability to be innovative and identify and develop efficiencies;

· Ability to think strategically and analytically;

· Ability to use advanced computer skills in Microsoft Office products, specifically Excel;

· Ability to organize work to meet multiple deadlines;

· Ability to prepare and present complex information in a clear and understandable manner;

· Ability to create and maintain effective working relationships with members of the judiciary as well as other court stakeholders;

· Ability to work independently; and

· Ability to maintain confidentiality.
