Human Services Research Institute is Hiring a Remote Project Manager II (remote)

Human Services Research Institute (HSRI) is seeking a full-time Project Manager to join our Population Health team. The Project Manager will direct the planning, operation, and growth of leading-edge health data projects that use data to transform health care across the nation. This role is responsible for working simultaneously on more than one project within a cross-functional team – including data engineers, data scientists, research associates, project managers, and subject matter experts – to achieve project goals and deliverables on time and on budget. This role is expected to strategically and tactfully determine resolutions to issues as they arise without direction, and anticipate consequences of actions, potential problems, or opportunities for change.

Who We Are

HSRI is a nonprofit organization that conducts research and evaluation to improve health and human service systems. We work at the local, state, and federal levels. We help develop measures, data collection instruments and protocols, advanced analytics, and data visualization strategies. Our goal is to help public agencies understand and demonstrate the real-world impact of the services they provide, helping them transform their policies and practices to improve their outcomes.

The Population Health team builds data systems to collect, analyze, and report health care data to improve the quality of health information available for research, policy, and practice. Our data helps health policy makers improve population health and health care delivery and aids consumers in choosing where they receive care. To advance equitable solutions, we are working towards health data systems that can disaggregate data to show the effects of policies and practices that have been shaped by structural racism and other forms of discrimination — and to envision solutions that can create an equitable future for all communities.

Our teams have an unwavering commitment to envisioning equitable policies and solutions that create a stronger society for us all. HSRI is an equal opportunity employer and is committed to building a diverse team, bringing as many possible perspectives as possible to bear on services that can profoundly affect people’s health and well-being by addressing social determinants of health. We are committed to building an inclusive environment where people of all backgrounds can come to do their best work.

What We’re Looking For

We’re seeking a full-time Project Manager to join our Population Health team. The Project Manager will lead the planning, operation, and growth of leading-edge health data projects that use data to transform healthcare across the nation. This role is responsible for working simultaneously on more than one project within a cross-functional team to successfully achieve established milestones.

We’re looking for an individual who enjoys a fast-paced environment, working as part of a team, and who respectfully listens to and shares diverse perspectives. The ideal candidate is a trusted advisor to state-agency clients, community organizations, and others that work in the health care industry to understand their specific challenges and goals, propose appropriate and creative solutions, and work alongside the team to execute approaches. The Project Manager serves as the lead for health data projects, with responsibility for project design and timely execution of all client deliverables and ensuring that goals and objectives are accomplished within the prescribed timeframe and budget, and are of high quality.

Responsibilities

  • Direct the strategic planning of multiple health care databases through the development and implementation of effective strategies for state-level health data collection, release, and analysis
  • Develop project strategies and provide direction and oversight to ensure that team members are working within the scope of the project
  • Monitor and manage project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications
  • Serve as the primary point of contact for clients, subject matter experts, and other partners during the lifetime of a project
  • Work with clients to address public policy questions and the implementation of legislative requirements
  • Use project management tools and techniques to develop and maintain workplans and timelines for multiple projects in consultation with all project management team members
  • Facilitate the development of detailed reports to keep clients and key partners up to date on progress, issues, and outcomes
  • Support the team in developing deliverables, including drafting written deliverables (e.g., narrative project descriptions, action plans, topic briefs), slide decks, spreadsheets, tables, business requirements, and analytic plans
  • Explore and implement best practices and standardized processes to ensure operational efficiency and scalability
  • Evaluate, coordinate, and guide project activities to ensure compliance with federal and state laws and regulations
  • Serve as technical support in project-related areas
  •  Clearly communicate implications to team and clients and how projects relate to other projects

Minimum Qualifications

  • Bachelor’s degree or equivalent with a minimum 7-10 years’ related experience, or master's degree with 2-4 years
  • Knowledge of, or interest in, U.S. health care policy, state government role in health care, multi-payer databases, public health care payers, claims processing, and/or claims data analytics
  • Clear and direct communication skills, including the ability to concisely articulate – verbally and in writing – ideas, concepts, thoughts, and perspectives to a variety of internal and external audiences, at various levels throughout the organization
  • Highly proficient in collaborating with project end-users, business partners, and technical team members to deliver high quality deliverables and services
  • Viewed as an expert, highly sought after resource, a key advisor to business partners
  • Provide leadership, vision, and direction-setting for both project team and business partners
  • Able to proficiently use Microsoft Office Suite, including Excel and Project
  • Advanced knowledge of project management methodology
  • Outstanding grasp of information technology concepts and processes
  • Excellent leadership, and interpersonal, communication, and presentation skills
  • Meeting facilitation skills, including the ability to clarify complex ideas and broker consensus among disparate stakeholders
  • Excellent time management skills, with the ability to self-regulate and prioritize tasks appropriately
  • Able to assume responsibility for tasks and execute agreed upon timelines with responses that meet requirements (i.e., do not require repeated reminders, written materials/spreadsheets are error-free)
  • Able to delegate work and oversee others’ deliverables production
