SUMMARY OF DUTIES:

Under the broad guidance of the Lead Officer and basic supervision, Support Officer performs duties such as apprehending and impounding animals, enforcing rabies control, and other related Law and Order Ordinances for Code Enforcement of Animal Laws; responsible for enforcing dog licensing requirements. Support Officer answers calls and complaints, conducts investigations, gathers information, and issues citations for violations of animal ordinance. A major responsibility is the enforcement of codes such as: Running At Large, Public Nuisance, licensing requirements, and vicious dog, Support Officer conducts animal rescues and abuse/cruelty/neglect investigations. Authority to issue citations is limited to animal control ordinances. An incumbent writes reports on violations, prepares reports, maintains records of animal bites and quarantines, and notifies involved persons of the outcome. Court testimony may be required against persons cited for violations. Support Officer works within boundaries of the Hualapai Tribe using a cell phone, radio, laptop computer, and specialized truck to locate stray animals, occasionally bag dead animals for pick up, and impound live animals. Responsible for performing related duties for Public Safety. Essential duties and responsibilities may include, but are not limited to the following; Actively support and uphold the Tribe and Animal Control Department’s mission and values. Perform a variety of duties involved in the enforcement of Tribal Ordinances and regulations relating to animal control and impounding; responsible for the care and control of all animals.

ESSENTIAL FUNCTIONS:

Serve as a representative of the program, demonstrating a positive attitude and progressive actions through the display of professionalism, courtesy and appropriate tact and discretion in all interactions with other employees and with the public.

• Responsible for the care and control of all animals housed at the kennel.
• Maintain files and records.
• Maintain safety and security of the animal control kennel.
• Participate and Develop Policy and Procedures regarding Animal Control related duties
• Publish and maintain procedures for department upon approval
• Respond to calls, captures, transports and impounds stray animals
• Issue citations or notices of violation in the enforcement of ordinances relating to animal control
• Prepare officer’s reports for response calls of service.

• Conduct investigations of reported violations of provisions regarding the keeping of animals and cruelty to animals, reports of animal bites and animal nuisance complaints
• Interview complainant and identifies the animal owner(s).
• Animal quarantines to determine health of animals may impound seriously injured or ill animal and recommendation for veterinarian care.
• Provide assistance to the public regarding animal control matters responds to inquiries and provides information regarding local animal control laws
• Depending upon assignment, performs various duties involved in kennel maintenance, cleans

kennels, feeds impounded animals and participates in euthanasia of animals

• Perform various office duties including the redemption of impounded animals, by receiving

and verifying receipts, receives and records reports of lost and found animals.

• Be dependable and meet acceptable attendance requirements at all times.
• Follow all applicable safety rules and regulations
• Protect confidential information by preventing unauthorized release, both verbal and/or written.
• Perform other related duties as assigned
• Deal with the general public tactfully and courteously; and interact with other tribal, city and county law enforcement and/or animal control staff to establish and maintain effective working relationships.
• Work directly with Public Health Nurse of Indian Health Services and the Peach Springs Clinic.
• Work directly with Emergency Medical Services (EMS) and Law Enforcement.

MINIMUM QUALIFICATION REQUIREMENTS:

EDUCATION AND EXPERIENCE:

• High School Diploma or General Education Diploma (GED).
• Must possess a valid Arizona Driver’s License and be eligible for the tribe’s insurance.

• Must pass a criminal background.
• May have any combination of training, education, and experience or ability to gain the equivalent involving extensive public contact. Some (6 months - 1 year) experience with policies, procedures, rules, and/or regulations. Some (6 months - 1 year) experience working with/handling animals.
• Must have or be ability to successfully become a certified as an Animal Control Officer by a nationally recognized training academy organization within one year of employment.
• Knowledge and Ability to understand Tribal Law and Ordinance
• Knowledge of community and boundaries of the Hualapai Tribe

• Knowledge and Abilities: Of the duties of an Animal Control Officer, basic writing skills; basic computer usage knowledge such as Microsoft Office; use of basic office equipment, such as printer, copier, scanner, fax.

KNOWLEDGE, SKILLS, and ABILITIES:

• Stay calm and act rationally in emergency situations
• Apply principles and techniques of prevention, investigation, apprehension, rules of evidence and all other aspects of Animal Control Ordinance
• Skillfully use related tools upon proper training (catch pole, net, live traps, bite sticks, Taser, OC spray)

• Communicate clearly and concisely, both verbally and in writing.
• Maintain composure under adverse conditions such as public harassment and critical injuries
• Establish and maintain effective working relationships with other employees, officials, and citizens from a variety of racial, ethnic and economic backgrounds
• Analyze situations quickly and objectively and recognize actual and potential dangerous situations and determine proper course of action
• Present evidence in court effectively; skillful in observation and remembering details such as names, faces and incidents
• Maintain physical condition appropriate to the performance of assigned duties and responsibilities
