General Responsibilities
Manages program(s) within Workforce, Career, and Community Education (WCCE) at Howard Community College (HCC). Plans, develops, implements, markets, and evaluates courses and activities to meet the goals of the program and the mission of the division. Supports the strategic initiatives of the division and the college.
Work Performed
Programming
Develops and manages all courses, activities, and schedules in accordance with the vision and goals of the program and institution.
  • Generates FTE, revenue, and enrollments through open-enrollment, contract, and grant-funded courses.
  • Selects, develops, and evaluates training materials and curriculum.
  • Oversees and manages the course modality, location, facilities, equipment, materials, books, instructors, and any other necessary tasks for courses, trainings, and events.
  • Recruits, trains, evaluates, and supervises instructors for courses and programs, including conducting teaching observations.
  • Manages and assists with student advising, placement and orientation.
  • Collects and maintains data on student progress in the program such as grades, academic standing, attendance, participation in program services, and transitions. Monitors students’ progress, identifying additional resources and/or wrap-around services as needed.
  • Collects metrics and feedback from instructors, students, and company or community representatives to use in evaluating program viability.
  • Contributes to the marketing and promotion of courses.
  • Investigates and evaluates feasibility of new markets and programming.
  • Ensures compliance with all applicable requirements and regulations.
Program outcomes
  • Compiles, tracks and analyzes enrollment and financial data to evaluate program success, make data-driven decisions, and support continuous improvement.
  • Prepares all required reports.
Budget management
  • Develops budgets for income-generating and/or self-supporting programs with guidance from the area director, including determining profit margins, and monitoring revenue and expenses.
  • Creates and monitors program contracts for faculty, staff, and vendors.
Collaboration
  • Collaborates with college offices and departments to support program success and expansion as appropriate.
  • Develops and maintains relationships with agencies, organizations, businesses, community groups, and local and federal government or oversight agencies to establish liaisons and networks to facilitate program development and implementation.
  • Represents the college in the community and conducts outreach.
Supports unit and division programs and special projects as needed.
Performs other duties as assigned.

  • Performs all duties while considering the impact of any actions on the college’s sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.
  • Some positions may require a possession of a valid Maryland Driver’s License.

Supervises faculty and full- and part-time staff as appropriate.

  • Flexibility required in this fast-paced program.
  • Occasional evening and weekend work may be required as program needs dictate.

Howard Community College offers competitive salaries, excellent medical and dental selections, tuition reimbursement and paid leave programs. As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor’s degree must participate in The Pension. Employees that possess a bachelor’s degree and hold professional positions that require a bachelor’s degree may choose to participate in either The Pension or The ORP.
