Housing Connect is Hiring a Property Management Compliance Specialist Near Salt Lake, UT

The Compliance Specialist supports Housing Connect's mission and is responsible for handling LIHTC, HOME, RAD, and 811 compliance for the agency's growing portfolio. The Compliance Specialist will also support the additional areas of Property and Asset Management.

Responsibilities & Duties

Follow and ensure compliance procedures for all properties.

Program Administration and Compliance

  • Remain familiar and current on Section 42, HOME, RAD, 811, State, Local and U. S. Department of Housing and Urban Development program regulations, requirements, and compliance.
  • Assist in ensuring that all properties meet compliance requirements for LIHTC, Section 8, and all funding and other requirements.
  • Effectively use system for reporting and monitoring compliance for all properties.
  • Update staff and assure regulations are accurately and consistently implemented.
  • Assist in preparing for and attend affordable and LIHTC audits and reviews performed by state and regulatory agencies and review, assist in response in responding and correcting audit findings in a timely manner.
  • Ensure confidentiality and privacy in regards to history, records and discussions involving residents or staff.
  • Conduct site visits to review resident files and implement standardization of pending and recertification files.
  • Field incoming inquiries from site staff with questions directly related to income and asset eligibility, legal rents, and property-specific compliance requirements.
  • As appropriate, follow up with Property Managers on file audits to make sure corrections have been completed. Keep a log of files audited and files to be audited.
  • Review new applications for completeness prior to submission.
  • Build and maintain relationships with compliance agencies.
  • Assist with move-ins and recertification appointments, as needed.
  • Participate in legal proceedings, as needed.

Minimum Requirements:

  • Minimum three (3) years property management experience in Tax Credit residential properties. Compliance and Project Based management experience preferred.
  • Strong knowledge of LIHTC regulations.
  • Formal training and/or certification in related field and some college is highly preferred.
  • Possession of or ability to acquire a valid Utah Driver’s License and the ability to travel to multiple locations.
  • Ability to physically inspect properties and individual units.
  • Must be detailed oriented and be able to work independently.
  • Ability to read and interpret policies and guidelines in order to make sound decisions. Well-developed administrative skills. Strong management skills with principles and people.
  • Experience working with multiple types of service programs.
  • Exhibit good judgment, practical day-to-day experience working with a diverse group of people, and hardworking.
  • Strong written and verbal skills, organizational excellence, and team-oriented.
  • Ability to handle confidential information with discretion and integrity.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
  • Bilingual Spanish/English desirable, but not required.
