SIGN-ON Bonus: HACLA is excited to announce that this position qualifies for a one-time sign-on, Non-PERSable Bonus of $4,000.00 for the selected candidate who commences full-time permanent employment with HACLA between January 1, 2024, through June 30, 2024, and have continuous permanent employment with HACLA through the date of payment in December 2024.
DEFINITION: Under general direction, proactively provides enhanced community engagement, stakeholder relationship development, related community building activities in housing communities were HACLA is undertaking significant redevelopment rehabilitation activities. and/or acts as liaison for community resident programs such as the Community Safety Partnership Program (CSP). The Community Resource Specialist may also serve, as applicable, as functional lead on HACLA’s issues pertaining to community issues and concerns; and performs other related duties as required.
DISTINGUISHING CHARACTERISTICS: The Community Resource Specialist accounts for a range of functional responsibilities, including disseminating information to and from Residents, Management, Advocates, and other interested parties. Works closely with Development Services, Asset Management and Housing Services departments, and other HACLA agency staff in the course of providing, obtaining and transmitting information and support between HACLA, and residents residing in HACLA’s Public Housing and other Asset Management Housing. When necessary, works closely with outside agencies like LAPD.
EXAMPLES OF ESSENTIAL FUNCTIONS– Essential and other important responsibilities and duties may include, but are not limited to the following:
- Facilitates and conducts public meetings, educational workshops, and other engagement activities with residents and stakeholders.
- Create weekly and/or monthly community updates.
- Must be willing and available to travel locally.
- Answers phones, takes messages, routes calls, and disseminates information.
- Compiles various information from correspondence and documents for Management reports.
- Acts as liaison between on-site Property Management staff, public housing residents, and outside agencies when necessary.
- Assists constituents at the development sites.
- Works in partnership with residents, HACLA agency staff, including site management staff, and other stakeholders within public housing communities to identify and address questions and concerns related to redevelopment/rehabilitation initiatives.
- Performs other related duties as assigned.
KNOWLEDGE, ABILITIES, AND SKILLS
Knowledge of:
- Microsoft Office Suite including but not limited to: Word and PowerPoint.
Ability to:
- Organize community meetings.
- Articulate complex matters to large diverse audiences.
- Establish and maintain cooperative relationships with others.
- Communicate clearly both orally and in writing.
- Prepare clear and concise reports and presentations.
MINIMUM QUALIFICATIONS:Bachelor’s degree from an accredited university -OR- 10 years’ equivalent experience in community work, particularly in the areas of quality-of-life issues in diverse communities.
PREFERRED QUALIFICATIONS:Bilingual (Spanish) oral and written preferred.
Special Requirements: Must possess a valid California Class “C” Driver’s License.

Candidates will start atstep one of an eight step salary range unless there are special exceptions in accordance with agency Personnel Rules.
