Housing Authority of Florence is Hiring a Site Leader Near Florence, SC

  • Ensure all properties meet or exceed all HUD goals/indicators in the PHAS Report to maintain a high performer status. (i.e. lease up, inspection, rent collection) in assigned AMPS or other scoring mechanism mandated by HUD.

o Maintain a lease up rate of 98% or greater.

o Follow-up delinquent accounts and pursue collections in accordance with established procedures. Monitor reports, delinquency trends and provide recommendations. Maintain Tenant Accounts Receivables' delinquency rate at 1.5% or less.

o Back-up (usually performed by Assistant) - Prepare Check Req for invoices for supervisor approval for correctness, accuracy, and proper coding to ensure that all invoices are processed daily.

  • Administer the Authority Admissions and Continued Occupancy Policy to achieve full occupancy, nondiscrimination in admissions, and a social and economic cross section within the residency; participate in processing applications, including verifying income.
  • WHERE CENTRAL ADMISSIONS IS NOT UTILIZED…. Effectively utilize and maintain a project-based application waiting list per established procedure including the preparation of advertisements when needed, obtain prices and submit to supervisor for approval.
  • Show vacant apartments utilizing professional marketing procedures and maintain a high level of continued occupancy by leasing property in a timely manner.
  • Complete Lease Agreements.
  • Conduct and coordinate Move-in Orientation Sessions with new residents.
  • Complete move-in packages and submit tenant information to Finance within 24 hours of MI. Do all Move-Ins within assigned caseload.
  • Review resident accounts monthly including monthly listing of negative rents.
  • Send out late letters
  • Perform data entry duties to maintain updated computer files pertaining to rent calculations and master files; utilize computer programs to prepare correspondence and reports, including interview schedules, activity reports, transfer lists, etc., and report as required by the US Department of Housing and Urban Development or the Housing Authority (This includes, but not limited to, HUD requirements such as PHAS indicators). • Process requests for rent adjustments in accordance with established procedures, including obtaining verifications, entering information into computer, etc. Interims on tenants within assigned caseload.
  • Process recerts within required timeframe within assigned caseload.
  • Review transfer list when units are about to or become vacant for necessary transfer of current tenants to appropriate size units. Set up transfer inspection. Analyze inspection results to determine if transfer should be done. Notify resident of transfer and schedule with resident the transfer briefing and inspection. Perform all transfers in SACs.
  • Post charges associated with work order, etc (i.e grass violations) by entering them in computer.
  • Shared in backup (usually performed by Assistant) Front Desk Duties: collect rents, answer phones, originate and close work orders, prepare and process bank deposit slips daily
  • Maintain tenant files and related documentation regarding continuing eligibility and occupancy. File information in tenant folder within assigned caseload.
  • Prepare and/or review statistical reports on vacancies, objectives, and a variety of other data including the Vacancy Report.
  • Counsel residents of potential lease violations and take appropriate action when they occur. All Magistrate Paperwork. Prepare Eviction letters for supervisor’s signature.
  • Ensure proper documentation for routine functions and evictions or other litigation is in files. Represent the authority in court cases involving resident lease enforcement and eviction matters or as necessary.
  • Complete move-out package in accordance with policies and procedures submitting backup information to Finance for Debt-setoff processing and/or disbursement of refunds. Do all Move-Outs within assigned caseload.
  • Prepare purchase orders/check requisitions for signatures.
  • Request for office supplies and other administrative supplies for the property.
  • Prepare and submit incident reports to supervisor for ALL events that may involve injury or damage. (Maintain “incident log”).
  • Maintain the property business office in a neat, orderly and business-like manner at all times with regularly scheduled office hours per established procedures.
  • Process Community Service requirements within assigned caseload.
  • Use all reporting tools including EIV, EID, PHAS, other HUD or PHA imposed tools. Pull EIVs.
  • Perform data entry duties to maintain updated computer files pertaining to rent calculations and master files; utilize computer programs to prepare correspondence and reports, including interview schedules, activity reports, transfer lists, etc., and report as required by the US Department of Housing and Urban Development or the Housing Authority (This includes, but not limited to, HUD requirements such as PHAS indicators).
  • Schedule and conduct Interior Inspections and Exterior Inspections of units and grounds. Schedule and perform housekeeping inspections on tenants within assigned caseload.
  • Collect and distribute mail (incoming and outgoing)
  • Process Appliance Tracers.
  • Assist with maintaining property to meet UPCS/REAC Inspection standards to receive a 90 or above REAC Inspection score.
  • Back-up -- Log all work orders and dispatch maintenance personnel promptly.
  • Generate, close out and file work orders in response to requests for repairs from residents, disburse and coordinate completion of repairs, use computerized work orders.
  • Ensure that vacant units are cleaned immediately and made ready for showing and occupancy within twenty days after moving out.
  • Conduct property inspections, including move-in, housekeeping, move-out, transfers, and grounds in order to assure adherence to established standards. Maintain detailed and accurate inspection reports and files associated with inspections. Present for Set-Outs.
  • Maintain records of the status of assigned units, e.g. filled, vacant, anticipated vacancy, etc.
  • Interact with community residents; attend Resident Community meetings.
  • When instructed represent authority in meetings or events relevant to resident initiatives.

Job Type: Full-time

Pay: $40,015.00 per year
