Housing Authority of Florence is Hiring a Director of Finance Near Florence, SC

· Establish standards and procedures which are in accordance with generally accepted accounting and auditing standards; develop controls for ensuring compliance with established policy and procedures; and assumes responsibility for proper recording, posting, balancing and control of all expenditures and transactions.

· Ensure that timely and appropriate financial reports are provided to the Executive Director, Authority Board, HUD and to others as required; present budget and financial information regarding the Authority’s fiscal status to management, HUD and the Authority Board; assist the Executive Director with the budget preparation process including the review of past income and expenditure data along with any anticipated information.

· Keep abreast of all current procedures and procedural changes affecting the financing of all programs required by HUD and the IRS via notices, handbooks, etc.

· Monitor and evaluate the fiscal condition of each program to ensure stable and profitable management of all available revenue sources.

· Prepare and submit all required quarterly, semi-annual and annual financial reports to HUD and other agencies as appropriate including but not limited to the annual filing of operating subsidy; Year End G/L Processing, Audits, and MD&A’s.

· Supervise and coordinate the processes and systems for the collection of revenue and general accounts receivable within the agency.

· Prepare cash flow and availability information and is responsible for cash management; schedule the timing of receipts and disbursements to assure the availability of funds to meet expenditures and to maximize the yield from investment of temporary surplus funds; ensures proper and timely closing of books on various accounts; as appropriate each month.

· Maintain investment registers for control, monitoring and evaluation of investment activities; maintain all financial records, reports, and files in accordance with HUD regulations.

· Prepare RFP’s to contract services for annual audits, FDS submission, banking services and recommending those firms for approval to the Executive Director.

· Cooperate with and assist department heads with matters concerning the financial management of the Authority as well as provide information requested in order to improve the efficiency of the Authority.

· Maintain Fixed Assets balances and assist managers with balances to physical inventory.

· Review all purchases within the organization to ensure funding availability.

· Distribute workload within the department in a beneficial manner.

Job Type: Full-time

Pay: $84,675.00 per year
