POSITION SUMMARY

The Purchasing Manager coordinates the sourcing of goods and services to insure the effective flow of manufacturing. Independently performs difficult or specialized buying assignments that require complex contract preparation and administration.

PRIMARY JOB RESPONSIBILITIES

Purchasing Management

  • Manages and monitors all procurement processes.
  • Builds a competent and sustainable team of supply chain professionals. Provides leadership in development of individuals within material procurement functions through coaching, goal setting and personal development initiatives.
  • Identifies raw material requirements from production specifications, operational schedules and engineering quality requirements.
  • Determines the most cost efficient and reliable materials needed for the manufacturing process.
  • Ensures purchases and capital expenditures are consistent with company strategies and within department budgets.
  • Analyzes historical demands and current levels of inventory, anticipates challenges and establishes appropriate restocking policies.
  • Develops standard or automated re-order procedures.
  • Analyzes and calculates costs of procurement and suggests methods to decrease expenditures
  • Works closely with upper management and other employees in the organization when deciding on appropriate purchases.
  • Handles quality, shipping, invoicing, etc. issues with the vendors.
  • Collaborates with counterparts in Operations and Production to assure on-time delivery goals are met.

Bids & Contracts

  • Develops informal and formal bid documents and administers contracts.
  • Supervises all negotiations and prepares appropriate documents for same.
  • Reviews and analyzes bid responses to determine the lowest responsible bid and awards orders and contracts to those suppliers that meet organizational needs.
  • Maintains schedule of contracts and is proactive in review in advance of their terminations or extensions.

Strategic Sourcing

  • Promotes and uses strategic suppliers.
  • Maintains a portfolio of suppliers assuring consistency of quality, high levels of service, accountability, and continuity of Hose Master's business model.
  • Establishes preferred supplier selection criteria based on supplier evaluations of price, quality, delivery, certifications, and compliance with governmental procurement regulations.
  • Surveys prospective vendors and develops new sources for materials, services and supplies; both domestically and in various low cost regions of the world.
  • Maintains supplier review and performance accountability systems.
  • Works with suppliers to develop and manage continuous improvement programs, addressing quality, delivery, service as well as price.
  • Research and anticipate shifts in the negotiating power of suppliers
  • Estimate risks and apply risk minimizing techniques
  • Develops and benchmarks best practices among the suppliers and maintain accurate measurements and records for evaluation of suppliers.
  • Develops crisis management and supplier backup contingency programs.
  • Perform other duties as assigned.

QUALIFICATIONS

  • Proven work experience as a sourcing manager or procurement manager
  • Bachelor’s degree in Supply Chain Management, Logistics or Business Administration or similar.
  • Purchasing /Inventory Control certifications are preferred, as is a background in manufacturing or industrial distribution.
  • Knowledge of standard purchasing principles, procedures and practices.
  • Ability to develop and maintain cooperative, effective, productive and tactful working relationships with vendors and manufacturers' representatives.
  • Familiarity with sourcing and vendor management and relevant purchasing and inventory system software
  • Understanding of market dynamics and sound business judgement
  • Ability to adapt to changes, organize work, and set priorities and meet critical deadlines.
  • Strong project management and leadership skills
  • Blueprint reading competency needed.
  • Knowledge of hydraulic or pipe fittings desired.
  • Knowledge of stainless steel strip and wire desired.
  • Previous experience in international buying desired.
  • Excellent written and verbal skills are essential.
  • Ability to apply independent judgment and work with minimal supervision.
  • Good problem solving and analytical skills needed.
  • Must be able to work within company and departmental policies and procedures.

PHYSICAL REQUIREMENTS

Duties are primarily performed in an office environment while sitting at a desk or computer terminal. While performing the duties of this job, the employee is frequently required to sit, stand, walk, talk and hear. The employee is frequently required to use hands to finger, handle, or feel objects, tools or controls; and reach with hands and arms. Duties may take the incumbent onto the shop floor for extended periods of time to resolve issues or locate/coordinate orders. Specific vision abilities required by this job include close vision and the ability to adjust focus.
