Position Summary

The mission of Hope of the Valley Rescue Mission (HOTV) is to prevent, reduce, and eliminate poverty, hunger, and homelessness by offering immediate assistance and long-term solutions. Our mission is to meet our participants' needs through an individualized and non-judgmental approach that will ultimately lead to long term housing stability.

The Director of Mental Health is responsible for the leadership, management, development, and clinical supervision of HOTV’s clinical programs. Under the supervision of the Sr. Director of Interim Housing, the Director of Mental Health will develop and lead trauma-informed, low-barrier, culturally responsive, and person-centered clinical programs to improve mental health outcomes of individuals accessing HOTV’s access centers, interim housing sites, and other programs. The Director of Mental Health will develop and lead HOTV’s clinical internship program. The position will supervise a multi-disciplinary team of staff including but not limited to clinicians, substance use counselors and peer specialists and provide support to staff in other departments through case consultation, training and de-escalation. This position will be on-call as needed to respond to crises and provide recommendations on appropriate interventions. This position will be responsible for managing and gathering quantitative/qualitative data to evaluate program effectiveness, inform program development, and submit deliverables to Sr. Leadership and funders.

Specific Duties

  • Will have direct oversight of all programmatic and operational functions of clinical programs.

  • Provide trauma-informed therapeutic services to clients, including individual and group therapy, crisis intervention and coordination of substance abuse and mental health treatment for participants with co-occurring disorders.

  • Conduct bio-psychosocial assessments, individualized wellness, safety and care plans in collaboration with participants.

  • Ensure that staff engages with participants using Housing First, Harm Reduction, Problem Solving, Trauma Informed Care and Progressive Engagement methodologies by providing training and coaching on best practices and evidence based models.

  • Ensure that program annual budget and outcome goals are met.

  • Assures the timely collection of client service data tied to contract billing, grant reporting and/or agency evaluation.

  • Responsible for ensuring contract compliance of all clinical programs, ensuring quality services through the development of new methodologies, training, individual and group supervision team meetings.

  • Conduct weekly clinical group supervision with staff.

  • Expected to complete all payroll functions for employees and complete performance reviews.

  • Establish and implement program policies, goals, objectives, and procedures as necessary in collaboration with Sr. Leadership.

  • Participate in program, department and agency meetings and relevant trainings as required and inter-agency groups when appropriate.

  • Provide weekly and monthly reports to the Sr. Leadership team and funders on program performance, key performance indicators and other metrics as needed.

  • Determine staffing requirements; interview, hire and train new employees.

  • Plan and direct activities with other department heads as required.

  • Regularly monitor activity in HMIS and other client data bases to ensure highest data quality standards.

  • Participate and represent HOTV at partner meetings

  • Conduct risk assessments and support with requesting the Psychiatric Mobile Response Team and emergency personnel for 51/50 holds as appropriate.

  • Responsible for development and implementation of formalized chart review and audit tools to review charts. Supervise and monitor physical and electronic documentation to ensure that all documentation is timely, legible, accurate and in accordance with current regulatory statues, and agency policies & procedures.

  • Assist clients in understanding and choosing appropriate options of mental health care and treatment.

  • Conduct outreach to participants at the interim housing sites to engage them in mental health services and provide referrals/linkage to external mental health resources including therapy, psychiatric services and behavioral services.

  • Establish and maintain effective contacts with local area mental health resources including community members, residential facilities, and other agencies/organizations.

  • Facilitate educational workshops to participants on mental health.

Other Duties

  • Perform any other duties, projects and responsibilities as assigned by supervisor

  • Communicate effectively and respond to correspondences in a timely manner

  • Identify potentially unsafe systems/processes/situations and takes initiative to report to supervisor.

Minimum Qualifications

  • Master’s degree in Social Work, Marriage & Family Therapy, Psychology or a related field required

  • Active, un-restricted CA-license in a behavioral health discipline (e.g., LCSW, LMFT, LPCC, etc.) required

  • 5 years of providing mental health services preferred

  • 2-year post licensure preferred

  • 3 years of experience in a management role preferred

  • Experience working with individuals experiencing homelessness highly preferred

  • Experience with culturally diverse mental health with co-existing substance abuse diagnosis populations.

  • Demonstrated ability to develop training material and train/coach staff

  • Experience providing group supervision/case consultation

  • HMIS experience preferred

  • Highly motivated self-starter, with proven ability to develop creative solutions.

  • Commitment and ability to work in collaboration with HOTV’s leadership team.

  • Demonstrated ability to utilize computers and proficiency in MS Office software.

  • Project a professional demeanor and possess excellent written and oral communication skills, interpersonal skills, and ability to work individually and as part of a team. Commitment to ending homelessness.

  • Drug screen, Background, Motor Vehicle record (MVR), TB test required

  • A valid CA Driver’s License is required.

Work Environment:

The employee may be in contact with individuals and families in crisis who may be ill, using alcohol and drugs, and who may not be attentive to basic personal hygiene, health and safety practices. The employee may experience a number of unpleasant sensory demands associated with the clients use of alcohol and drugs, and lack of personal hygiene. The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations. The noise level in the work environment is usually moderate in an office setting. Sometimes work may become stressful when working under pressure.
