PRINCIPAL - HOOD RIVER OPTIONS ACADEMY


JOB SUMMARY

The primary purpose of the position of the HROA principal is to serve as the instructional, operational and climate leader of alternative learning options programs including the HRCSD Virtual Learning and Alternative Program. The HROA principal is responsible for the organization and supervision of the educational program, operation of the school facilities, staff and student leadership, instruction, and establishment of effective community partnerships. This includes program and curriculum development, articulation and alignment; supervision, evaluation, hiring and professional support for program staff; student recruitment, family and community relations and publicity; instruction; fiscal management; and the provision of support services and student activities.

The HROA principal is also a member of the Hood River County School District’s administrative council. The HROA principal works collaboratively with the district office leadership team to advance HRCSD Strategic Plan.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Meets the standards of Competent and Ethical Performance as outlined in Oregon Administrative Rules (OAR 584-020-000 to 584-020-045).Employees in this position perform some or all of the following tasks. Essential duties of this position include the following.

  • Plans, develops and supervises the instructional programs of the HRCSD Virtual Learning & Alternative Program within the policies, guidelines, rules, and regulations of the School Board, Superintendent, State Board of Education, and state and federal regulations, including curriculum and teaching materials and methods.
  • Maintains an emotionally healthy and physically safe environment conducive to the total educational development of students.
  • Builds effective and continuous two-way communications with parents and community groups to ensure a better understanding of school programs, activities, goals, objectives and school, as well as community needs and desires. Professionally represents the schools and district in interactions with parents, community, staff and students.
  • Provides a positive, culturally relevant learning climate by establishing, instructing, enforcing, and maintaining positive student behavior standards and guidelines.
  • Directs the development and implementation of applicable curriculum and program elements to assure curriculum articulation across all levels.
  • Ensures that district instructional and operational programs are implemented by initiating, monitoring and evaluating related activities.
  • Ensures the systematic improvement and evaluation of instructional and operational programs that respond to students, school, community and district needs through continuous improvement planning.
  • Participates on instructional and development teams, and provides input as appropriate.
  • Administers and provides supervision for students working at HRCSD Virtual and Alternative Program sites.
  • Prepares and recommends capital and operational budgets for all Virtual and Alternative programming, establishes and maintains fiscal records, and controls expenditures within approved budgets.
  • Coordinates evaluation and review of contracted services.
  • Establishes and maintains student, personnel and staff evaluation records, and consults and advises students, staff and parents on related matters.
  • Manages and maintains appropriate hardware and software products.
  • Reviews and recommends digital learning and alternative school curriculum development.
  • Develops plans to meet special needs of students and the community, and to utilize special resources available from within the District school system and the community.
  • Represents the Hood River County School District Virtual and Alternative Program at a variety of community functions
  • Plans for and facilitates staff meetings and in-service training.
  • Plans for educational program expansion congruent with State and District guidelines.

SUPERVISORY RESPONSIBILITIES

The HROA principal supervises all HROA school employees, including substitute employees. All school employees have some responsibility for supervising students and assisting in maintaining a safe environment.


QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.   • Master’s Degree. Hold an Oregon Administrative license.
  • Teaching experience required, administrative and online teaching experience preferred.
  • Knowledge of the AVID College Readiness System preferred.
  • Knowledge and experience using Charlotte Danielson’s Framework for Teaching Standards as a professional growth and evaluation tool as well as knowledge and understanding of national standards for digital learning.
  • Ability to proficiently use the following programs: Digital Learning Platforms, Google Suite, Excel, email internet applications, social media, and website(s).
  • Demonstrated proficiency with word processing, spreadsheet and presentation software. Must be able to use District IT systems to perform routine tasks, such as: performance management assessments, accessing financial reports and managing school staffing and budget information.
  • Competence with technology and data manipulation.
  • Knowledge of effective instructional practices and a broad range of educational alternatives for students of all abilities curriculum, personnel selection and direction, management of school setting.
  • Provide direction to others and make independent judgments.
  • Keep and maintain accurate records, meet deadlines.
  • Communicate with individuals of varied cultural and educational backgrounds in both oral and written form.
  • Oregon Driver’s license and ability to maintain insurability under the District’s vehicle insurance policy.
  • Possession of CPR/First Aid certificate desirable.
  • Ability to communicate in Spanish is preferred.

Required Testing:

Any offer of employment made by Hood River County School District to an external candidate is contingent upon satisfactory results of:

  • Drug screening tests for any illegal drug or substance classified in Schedules I through V under the FederalControlled Substances Act, 21 U.S.C. 811 to 812. This includes, but is not limited to, marijuana, mind-altering substances or narcotic drugs such as hallucinogens, amphetamines, barbiturates, or any other illegal drug or controlled substance, except those federally recognized as legally prescribed by a physician and used as directed.

The salary range listed below is based on the 2023/24 salary schedule for the Hood River Options Academy Principal. The 2024/25 salary range has not yet been finalized. It will not be less than $119,858 - $122,267 for a full 220 day contract.
