Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Five years of emergency management experience* as listed below.
Substitutions with a degree in a related field** as listed below:
  • An associate degree in a related field can substitute for two years of specialized experience;
  • A bachelor’s in a related field degree can substitute for four years of experience;
  • A master’s degree in a related field can substitute for five years of experience;
  • A doctorate in a related field can substitute for six years of experience.
Provisional Qualifications:
You may also be eligible for a provisional appointment if you meet the qualifications below:
1. six years of emergency management experience* as listed below;
OR
2. a specialized associate's degree** as listed below AND four years of emergency management experience* as listed below;
OR
3. a specialized bachelor's degree** or higher as listed below; AND two years of emergency management experience* as listed below;
OR
4. a specialized master's degree** as listed below; AND one year of emergency management experience* as listed below.
  • Qualifying experience:
  • Coordination and implementation of emergency management and disaster preparedness programs.
  • Preparation or modification of disaster plans.
  • Preparation, modification, presentation of disaster educational training and/or exercises.
  • Gather and analyze information to produce briefings or reports or to make timely and effective incident response decisions.
  • Represent an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System.
  • Manage or supervise logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.
**Specialized Degree Areas: Atmospheric Science, Business Continuity, Business Organizational Security Management, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Fire and Emergency Services, Geography, Homeland Security, Informatics, Meteorology, National Security, Political Science, Public Administration, Security Studies, System Safety and Security, or Urban or Regional Planning
Subsequent 55b/c Qualifications:
A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55b/c service as a Fire Protection Specialist 1. To be considered, you must provide a copy of your letter of eligibility with your response.
55b/c Qualifications:
Individuals certified eligible for the 55b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 2 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as a Fire Protection Specialist 1 and eligible for transfer under Section 70.1 of the Civil Service Law.
Duties Description
The incumbent will report to the Office of Emergency Management Radiological Emergency Planning Section (REP). Duties will include but are not limited to the following:
  • Assist with the development of radiological policies and procedures in support of the NYS Radiological Emergency Program.
  • Responsible for ensuring all REP automation and communication equipment in support of the Watch Center, the A&E Room, Command Room, and EOC function correctly.
  • Research, analyze, and report on REP program activities.
  • Make logistics arrangements for REP exercises.
  • Write, review, and implement radiological emergency procedures, plans, and communications.
  • Support REP Planners (Federal, State, County, and Licensees) with developing and conducting annual federally evaluated exercises, practice exercises, drills, REP planning, and training.
  • Attend, coordinate, and assist with instructing training courses related to Radiological Emergency Management.
  • Help coordinate the State Radiological Emergency Preparedness efforts to provide county and local governments with relevant and executable planning, training, and exercise guidance necessary to prevent, protect, mitigate, respond, and recover from incidents involving commercial nuclear power plants.
  • Identify and establish administrative priorities within assigned programs.
  • Perform other duties and special projects as required.
  • Travel may be required (approximately 10%), including during evening and weekends, depending on assignment.
Additional Comments

***There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
