Salary Range: $55,823.00  $92,107.00 

JOB SUMMARY

Supports the work of the Coordinator 2, SOAR, Community Services, STAAR Alt 2. Works closely with the Coordinator 2 SOAR, Community Services, STAAR Alt.2 in the execution and monitoring of Special Education IEPs, service plans and processes at the district level for students in nonpublic placements, community services, external charters and private schools. Ensures special education personnel, resources, high leverage practices, professional development are available in the short and long term to meet the compliance, behavioral and instructional needs of the students with disabilities and that resources are available.

MAJOR DUTIES & RESPONSIBILITIES

  • Maintain understanding of and comply with federal, state, district, and school procedures, regulations, and policies for the special education processes as it relates to nonpublic placements, external charters and private schools.
  • Conduct randomly selected OSES folder audits on students in nonpublic placements, private schools and external charters and provide feedback to unit special education Director and campus administration.
  • Ensure that federal/state timelines are met with respect to functions of ARD Committee meetings, and services plans meetings as it relates to nonpublic placements, external charters and private schools.
  • Assist and monitor the scheduling of services plan meetings to ensure all appropriate school personnel are notified of services plan meetings/services plan meeting schedule changes.
  • Assist and monitors IEP services and services plan in collaboration with unit personnel to ensure compliance for students in nonpublic placements, private schools, and external charters.
  • Guide unit personnel to compile, maintain, and file all district, state, and federal reports, records, and other documents required for nonpublic placements, private schools, external charters, and community services.
  • Provide for systematic communication among special and general education personnel (with respect to ARD meetings and decisions, IEPs, accommodations needed in the general education setting, relevant instructional concerns and progress).
  • Support schools with compliance with federal and state law, State Board of Education rules and the local board policy in the areas of nonpublic placements, community services, external charters, and private schools.

MAJOR DUTIES & RESPONSIBILITIES CONTINUED

  • Maintain thorough documentation regarding any significant problems with ARD Committee procedures; attend special education staff meetings; attend relevant professional development.
  • Maintain open lines of communication by conducting conferences with parents, students, principals, and teachers.
  • Maintain a professional relationship with colleagues, students, parents, and community members.
  • Performs other job-related duties as assigned.
  • Enhance job skills by participating in staff development programs.
  • Other duties as assigned.

EDUCATION

Master’s Degree in Special Education, Educational Leadership of related field preferred

WORK EXPERIENCE

• ARD facilitation experience required
• 3-5 Years of experience teaching in the area of special education or dyslexia
• Campus/district leadership experience

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

• Valid Texas Special Education certification
• Communication Skills: Employees must have the ability to manage meeting facilitation and communicate with colleagues, students and parents regarding IEP services and supports.
• Technology: Employee must utilize electronic system for creating IEPs
• Knowledgeable of federal, state, local laws and regulations
• Knowledgeable of assessment and programming of students with disabilities.
• Knowledgeable of learning differences, interventions and behavior requirements of students with disabilities.
• Excellent organizational, communication, and interpersonal skills
• Maintain emotional control under stress
• Bilingual Skills: Preferred - Spanish

LEADERSHIP RESPONSIBILITIES

Work Leadership. Regularly provides project management or team leadership to a group of two or more employees, but does not have formal supervisory responsibility. Leading and directing typically involves monitoring work and providing guidance on escalated issues. Most of work time is spent performing many of same duties they are leading.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.

BUDGET AUTHORITY

No budget development activity is required.

PROBLEM SOLVING

Decisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.

IMPACT OF DECISIONS

Decisions have minor, small and possibly incremental impact on the department or facility. Errors are usually discovered in succeeding operations where most of the work is verified or checked and is normally confined to a single department or phase of the organizational activities resulting in brief inconvenience.

COMMUNICATION/INTERACTIONS

Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

CUSTOMER RELATIONSHIPS

Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers or subordinates.

WORKING/ENVIRONMENTAL CONDITIONS

Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.
Ability to carry and/or lift less than 15 pounds.
