COORDINATOR of MENTAL HEALTH and SPECIALIZED PROGRAMS, SPECIAL EDUCATION


JOB SUMMARY

Under the general supervision of the Director of Special Education, coordinates District Special
Education Services to students and parents in alignment with State and Federal mandates and
provides leadership in the planning, implementation and evaluation of all special education
programs serving District students. Oversees the district special education programs, including,
but not limited to Preschool through Adult transition, Mental and Behavioral Health, and
intervention programs.


ESSENTIAL FUNCTION

  • Exercises direct supervision over assigned certificated and classified personnel including
necessary training in testing, forms and procedures for new staff;
  • Supervises planning and implementation of all program components to ensure total program
compliance;
  • Assists Director of Special Education and Personnel Department with screening and interviewing
prospective candidates for special education programs, both certificated and classified;
  • Coordinates, facilitates and evaluates the entire IEP development and implementation process;
serves as administrator at IEP meetings as needed;
  • Oversee and support existing district programs for students with behavioral and/or mental health
concerns (e.g., SDC-ED program, Non-Public alternative programs).
  • Maintain knowledge of current laws and regulations pertaining to individuals with exceptional
needs; may be assigned to prepare complaints, mediation, and due process materials.
  • Assist in the implementation and monitoring of state and federal laws to maintain district
compliance.
  • Designs, implements and evaluates a comprehensive training and development program for Special
Education Teachers, general education staff, administration and parents;
  • Supervises and monitors special education programs and staff development budgets including low
incidence supplies;
  • Collects program evaluation data and reviews the implications for changes in the special
education programs;
  • Monitors the implementation of student IEPs;
  • Monitors staff activities to ensure that all mandated timelines are met.
  • Keeps up-to-date with laws and regulations regarding special education procedures and the
placement of students in programs, both in and out of the District;
  • Develop and revise departmental forms and procedures as needed;
  • Responds to noncompliance complaints;
  • Coordinates the activities of the special education services with building principals, general
education teachers and staff;
  • Monitor caseloads of special education programs;
  • Oversee support staff: Adaptive Physical Education staff, Speech and Language Pathologists,
Occupational Therapists, Mental and Behavioral Health staff, and School Psychologists;
  • Participate in the evaluation of personnel as designated by the Director of Special
Education.
  • Coordinate with secretary the computer data for State and Federal reports;
  • Monitor instructional aides needs and performance;
  • Liaison to non-public schools, including, but not limited to coordinating placement, services,
and assessments.
  • Work collaboratively with other departments (i.e transportation, Ed Services, Technology) to
ensure compliance of student IEPs
  • District representative with universities Special Education Intern Program.

KNOWLEDGE OF

  • Principles, practices, trends, goals and objectives of public education;
  • Philosophical, educational, fiscal, and legal aspects affecting a special education operational
program;
  • Organization, planning, and program evaluation strategies, techniques, and procedures;
  • Curriculum and instruction design and delivery systems specific to special education;
  • Research and development strategies, processes, and techniques;
  • Human relationships, conflict resolution strategies and procedures, and team building methods
and techniques.

ABILITY TO:

  • Plan, organize and coordinate the District special education program;
  • Aid in the planning, development, and implementation of budget planning, and expenditure control
processes and procedures;
  • Evaluate and analyze complex problems, issues, and concerns, recommend appropriate alternative
solutions;
  • Make independent decisions;
  • Work autonomously;
  • Demonstrate good judgment & good problem-solving skills;
  • Organize tasks, set priorities & meet deadlines;
  • Manage multiple tasks;
  • Direct, supervise & instruct others;
  • Respond appropriately to evaluation & changes in the work setting;
  • Communicate effectively in oral and written form, utilizing a simplistic communication mode in
ensuring understandable and thorough communication;
  • Work cooperatively with staff, students & public.


EDUCATION:

Master's Degree or higher degree from a recognized college or university in Special Education
Curriculum and Instructional Programming, or a field sufficiently related to ensure performance
success.


EXPERIENCE:

  • 5 years of successful teaching and coordinating special education functions and
activities.
  • Site administrative experience is desired.


CREDENTIAL AND LICENSES:

? Valid General Administration, Standard Administration, and Administrative Services credential.
? Valid California teaching or Pupil Personnel Services credential.
? Valid California Driver’s license;
? Maintain possession of such license during the course of employment.

The physical requirements indicated below are examples of the physical aspects that this position
must perform in carrying out the essential functions listed above.

Physical Demands: Sit, look downward, reach, (up to frequently); stand, walk, bend, stoop, squat,
push, pull, foot controls (occasionally); climb stairs, twist (infrequently); repetitive hand
activities within close reach, such as files, keyboard & handwriting (frequently); lift/ carry up
to 25 pounds (occasionally), may lift/ carry child up to 75 pounds (infrequently); extensive
reading; use vision, hearing & speaking (including in-person, phone & public address.)
Working Conditions: Indoor office, outdoor school yard & grounds, driving to different sites.
Exposure to: seasonal temperature variations, dust and wind, traffic, food preparation smells, use
of office equipment and desk supplies.
